A merger ought to be an easy method of effecting peace in this case. A time limit must be set for all negotiations and arbitration, and I suggest six months. Upon com- pletion of all settlements and decisions, all the unions now in the C. I. 0. should be admitted into the A. F. L. and be given the name and form decided upon as a result of negotiations. All unions should then proceed to elect delegates to a special A. F. L. convention in accordance with constitutions. their newly-adopte- d The special convention would then elect new officers for the A. F. L. and put through whatever new constitution may be found desirable. Organization to Go On Now, as I said before, a peace that would take away the initiative and the impulse to conduct organization work would be meaningless. Stopping the war is, of course, an end desirable in itself. But my desire for peace goes beyond the mere dislike of war. I want peace in order to advance organization work and increase the number of workers in the army of labor. Therefore, as soon as peace is effected, the reunited A. F. L. must establish a national organization department to continue the drives sponsored and conducted by both the C. I. 0. and the A. F. L. Funds must be supplied for such drives, and perhaps an assessment on the entire membership of the new A. F. L. might become desirable. If this sort of peace came to pass, we would have not four million organized workers, or eight million divided in opposing ranks in the A. F. L. and the C. Those who attempt to rule by fear are motivated by a contempt for the intelligence of the common people. They operate on the psychological principle that people tend to fear the things of which they are ignorant. The social progress made under the Roosevelt administration, however, has very clearly established the fact that the American people are not so ignorant as readily to succumb to the rule of fear. In their demands for wage slashes, the railroads are adopting the technique of attempting to rule by fear. They are predicting dire things for our country unless the hard working railroad employees . dig down into their pay envelopes and make a contribution to the I Wall Street interests. They attempt to frighten the public by declaring that unless the wages of the workers are slashed the widows and orphans of the nation will suffer through the loss in depreciated railroad bonds held by life insurance companies and savings banks.
