Similarly, the C. I. O. has organizations which are by no means purely industrial in form. Among them I could mention the Office Workers that do not include the garment workers even though both may be employed by the same firm; the Newspaper Guild that does not include the typesetters within its jurisdiction; the Architects who dd not include the carpenters in their organization although both may be working on the same building job. The rights of industrial and craft unionism must therefore be recognized in any peace arrangement. The more important problem and the one likely to give the greatest amount of trouble in any attempt at peace i3 the one concerning jurisdictions. Jurisdiction disputes have nearly wrecked the A. F. L. on more than one occasion and too often it was the organization that commanded the most votes rather than the one that had justice on its side that won. If we are to have peace between the A. F. L. and the C. I. O. the jurisdiction problem i3 the first one we shall have to solve. And great as the difficulties seem to be, they are not insurmountable. As a first step, we know that there wre six unions that originated the Committee for Industrial Organization and four that joined it prior to the suspension order.
