Baker was called in to help further the interests of the union. The final contract provides for a 15 per cent increase in the wages of the printers. The in- crease provides for 11 per cent immediately and 4 per cent more at the end of the first year. The contract runs for two years. The union also agreed with the publishers request that hereafter arbitration provisions would be in the tract. Mr. Harvey Kelly, secretary of the American Newspaper Publishers association, goes to great lengths in his official capacity to blame the Typographical union and other union crafts for the inoperation of the Newspaper Code Authority Arbitration boards. He tells the National Labor board that the unions are trying to sabotage the perfect setup that he and the publishers agreed should be a good thing for the unions. When the unions tried to be heard at Washington and offered cooperation in trying to build something that would be worthwhile, they were told that the code was for the employers and the workers had nothing to do with it. However, when he and his employers had written their code and the ex parte arbitration under it, lie to find that the Wa3 surprised unions preferred to have something to say about what kind of arbitration they would accept. The few cases which were taken before this board are still undecided, and because the union representatives insist upon protecting the rights of their members, Mr. Kelly declares they are trying to sabotage his board. Arbitration is undoubtedly a protection that both employer and employe should have, but any kind of arbitration in which those composing only one side to the controversy determines all the governing rules is worse than none, and that is the contention of the unions in regard to the arbitration board set up by Mr. Kelly. cards jand dancing.
