Show Pag 2 The The Paper That Dares To Take A Stand IndcptniUnt October 4,197 3 UTAH READERS OUTLOOK in The mJ Independent Power Dedicated To The Constitution, Liberty, Dear Editor Congressman John R. Rarick Morality, and Truth that reports the Land Use: New Threat To Private Property The revolutionary new federal land use legislation, which passed the Senate by an overwhelming margin in .late June (see Human Events, July 7, 1973, page 3), moved an ominous step closer to enactment when the House Subcommittee on Environment, led by liberal Rep. Morris K. Udall drafted and sent to the full Interior and Insular Affairs Committee its version of the bill. 21 (D.-Ariz- .), As previously noted, this measure, which was pushed through the Senate by Sen. Henry M. Jack-so- n is extremely dangerous for several reasons. For one thing, it represents a blatant assault on the traditional right of the states and localities to make their own zoning decisions. Sincerely, (D.-Wash- .), We've solved the government regulations on emission control and safety, now how do we make it run? So clearly does the legislation violate the constitutional prerogatives of the states, in fact, that the bill's supporters have been leaning over backwards to mask its true intentions. Far from imposing a national zoning program on the states, they say, the bill is merely a grant-in-ai- d program intended to encourage the states to develop their own programs. language (though left unsaid by the measures proponents), is that in order for the states to meet the bills requirements, they must develop their own programs under a process approved by Washington. And this process entails so many specific provisions that are subject to federal approval that in reality the states will become mere agents charged with directing a federally mandated zoning scheme. Another demands that each state have a state planning agency with authority to carry out the will of the federal government as outlined in the bill. If the Seabed Treaty becomes law, over 70 of the earth's surface will be placed under control of the United Nations. This is a threat to every nation's sovereignty. With the income from the Seabed Jreaty the U.N. will be able to finance and maintain an equipment international" police force to control the seas.
