Much less is known about Communist infiltration and use of the profess-sio- n of psychiatry in our own country. Strange as it may seem, little has been done to dislodge them from these vital areas. Actually, in many instances. Communists have worked their way- undetected into important, controlling posts in the social, health and welfare fields. - Communists And Radicals Mr. Cvetic was hardly exaggerating. When Julius Schreiber, who was the chief of Information and Education Services for our troops in World War II, was called before the Senate Internal Security Subcommittee in 1955, he took the Fifth Amendment when questioned about his Communist Party membership. Four of his assistants did likewise. In its published findings the Committee stated that had seized control of vital operations in the services and that Schreiber was chief among these. Julius Schreiber has since been a member of the Board of Directors of the National Association for Mental Health and was also head of the Mental Health Association for the District of Washing- munist publications, and his cousin Rose Wortis was a member of the National Committee of the Communist Party. When called to testify before the Senate Internal Security Subcommittee, and asked whether he had been a member of the Communist Party, Dr. Wortis took the Fifth ton. Dr. Hyman Forstenzer, an associate of Julius Schreiber, was a Rockefeller appointee as director of the Community Health Services program of the Amendment. In the field of mental health, as in so many other areas, the Communist target is youth. In Inglewood, California, a child guidance clinic was operated by Dr. Wilbur Z. Gordan, chairman of the Southwest Mental Health Coun- New York State Mental Hygiene Department. Dr. Bella V. Dodd identified him in sworn testimony as a member of the Communist Party. Dr. Joseph Wortis of Brooklyn, New York, who studied personally under Sigmund Freud, is the man who introduced shock therapy in this country. He was an assistant in psychiatry at Johns Hopkins and managed a research and treatment laboratory at Bellevue Psychiatric Hospital. He was an assistant clinical professor of psychiatry at the State University of New York, and in 1958 became a consultant on the Childrens Bureau of the Department of Health, Education and Welfare. He also taught at the Jefferson School of Social Science, which was the top Communist school in this country. He belonged to Com- munist Fronts, wrote articles in Com- - cil of Los Angeles. Dr. Gordan has been identified in sworn testimony before the California Senate g Committee as a member of the Communist Party. A clinic set up for emotionally disturbed children in the San Fernando Valley, which worked in cooperation with a chain of cooperative nursery schools, listed on its faculty a woman who had previously been identified in sworn testimony as having registered as a member of the Communist Party. They consisted of presidents, chairmen of the board, and vice presidents of some of Americas largest corporations whose total assets run into many billions of dollars. The purpose of the meeting was to explore possible trade with the Soviet Union, even at the expense of America and the free world. In a lengthy address to his colleagues concerning the new American-Sovipolicies, Chairman Richard Ichord of the House Internal Security Committee outlined the dangers involved. He pointed out that every nations military power is always linked to its economic position and that for many years now the Soviets have spent as much or more than the United States on defense. In the last 3 years, we have spent about 6 percent of our GN P on defense while during that same period the U.S.S.R. spent over 12 percent of its GNP( which is about half of ours) on military matters. Rep. Ichord stated, Many people in this country argue that the amount of money we spend on military items has caused us to neglect urgent domestic needs. Can you imagine what it would be like if we spent twice as much on defense as we do? This is exactly what is happening in the Soviet Union. In terms of their economy they are spending more than twice as much as we arc on defense. We cannot ignore the fact that the Soviets get much more. for their military dollar than we do in the United States. For example, 58 to 59 per cent of our defense budget goes for manpower due to our wage structure while their manpower costs only x about 25 percent of their military budget. In addition they have a dual pricing system for materials that go into weapons and materials that Th et Harold of Fraadom go into domestic products which further stretches the military dollar. The military-relate- d industries in the Soviet Union also exist to serve their military needs much more so than ours do. Congressman Ichord related further that by their own admission there is a great technology gap between the Soviet Union and the Western World in every domestic area. The more of these domestic needs they can receive through foreign trade the more resources and manpower they are able to commit to military developments. If we export and machinery to enable the technical know-hothe Soviets to enter the modern age in agriculture and industrial output we may be enabling them to make even greater military strides. We must keep our technological advantage if we are to maintain and adequate nuclear deterrent capacity in the free world. The Russians are outspending us on research and development; they are testing three new lCBMs; they have been working on a MIRV system for years; they are developing new bombers and fighters as well as new aircraft carriers, missile destroyers and the Delta class submarine. The Congressman expressed his fears for the future: If we export our technology to help the Soviets develop their resources, provide them with needed agricultural and domestic goods, and loan them billions of dollars to undertake programs to improve their standard of living what will this mean in terms of their attitude? Do we have any indicators that they intend to devote more of their resources and manpower to domestic concerns and less to global military concerns?
