That Dares To Take A Stand Controls No Honest Answer METRO NOT PROGRESS Continued From Page 8 the ominous (nqt, of course, to circumvent local resistance, the Federal Government is developing new mechanisms to field its programs. Bit by bit, as we noted earlier, a metropolitan administrative apparatus is being empowered to see that localities comply with a comprehensive plan drawn up in accord with Federal guidelines. "The plan" will have extraordinary utility in securing local acquiescence. First, insisting that adjacent e localities submit to planning as a condition for Federal aid will bind them to a cooperative program. This is no mere windpw dressing. The Department of Housing and Urban Development (HUD) it indicated that not only recently would require localities to join together to produce plans for 'orderly metropolitan growth' but would enforce conformity to such plans by withholding - area-wid- funds project-developme- nt from recalcitrant areas. . . . "Second, to get money for what it does want, each locality will have to undertake programs it does not want. . . . Third, 'the plan' pre-emp- future ts e decisions; it requires commitments at the .time any grant is negotiated. Nor can such commitments be overturned easily, for they soon come to be reinforced by a network of related actions. Moreover, the e decision builds its own special constituency. . . . Finally, metropolitan planning arrangements will help to obviate local controversy by screening local decisions from public scrutiny. Embedding individual 'decisions in a complex, multifunctional, areawide, longrange plan obscures them from view, and the obscurity is deepened by the long-rang- long-rang- technical and of "To metropolitan implications. him) coalition and local bureaucracies in the language of expertise, local groups and elected officials will become puzzled outsiders, lacking the to knowledge specialized perceive and articulate their interests." It is treachery for Mr. Nixon to continue to promote the false notion that shopkeepers, housewives, labor unions and businessmen are responsible for the dramatic increase in prices. By placing controls over these victims of inflation he has shifted the blame for his own disastrous policies. It is equally treacherous to suggest that isolated crop failures cause higher food prices. Such treachery has only one to make these controls appear purpose reasonable. Without this deception, the contrc s would certainly be recognized for what they ae a huge step toward total government. On June 30, 1970, President Nixon himself declared: Wage and price controls only postpone a day of reckoning. And in so doing, they rob every American of a very important part of his freedom How true! Americans are losing their freedom to a government whose leader clearly understands what he is doing. The failure of the American public to understand the true nature rob of inflation is allowing Mr. Nixon to every American of an important part of his freedom. The President and the Congress have the ability to reverse the devastating policies which have caused inflation and shortages in our country. But neither is being very honest with us. Even worse, in his latest message on June 13, the President warned us of his1 plans for further and broader wage and price controls, scheduled for The American people are the losers, big government is the winner, and a completely controlled economy stares us in the face. The logical result of the federal governments policies, if they are not' soon reversed, will be a totalitarian state. 1 CARTOON BOOKS JhrupujL I After talking specifically about inflation and its harmful effect on Americans, the President told us that he was not going to freeze wages because recent wage settlements had been responsible and But not a word about the flood of worthless paper money being circulated from Washington! Nothing about this fundamental cause of the loss of value of our dollars. Throughout his entire statement, President Nixon continued to promote the false notion that the American people are somehow responsible for inflation. But the simple and inescapable truth about inflation is that it is nothing more than an increase in the money supply. When the quantity of money increases, the purchasing power of each dollar decreases. Prices must go up when the value of the money goes down. Rising prices are an effect of inflation, not its cause. The federal government and its agencies are solely responsible for inflation and its accompanying effects. They have increased the supply of money, and they have removed the gold and silver backing from our currency. No .one else is responsible for the present crisis. This being' the case, the imposition of even more government controls over our once-fre- e economy is not the honest answer to the problem of inflation. Honesty demands that government stop the deficit spending for which huge quantities of additional paper money are non-inflationar- y. American Earl put into circulation. Government should also protect the value of the dollar by restoring - government may be the wave of the future, but were d d if we procedures which are a natural corollary to the emphasis on pjanning - a process said to require consideration of a vast array of factors, calculation of their interrelations, and so forth. All of this may improve administrative competence, but it will also vest greater power in planners and administrators. As the business of government comes to be carried on by a I - When President NixBelmont, Massachusetts 13 on announced on June the imposition of a price freeze on all retail commodities, he stated that he took such action because of the continued rise in food prices. And he blamed the rise on. increased demand, crop failures, poor weather, and, by implication, rite American people. He spoke not a word about the primary cause of rising prices the continuing loss in value of the dollar.
