Session of the Utah State Legislature convened Monday, January 8th. Governor Calvin L. Rampton delivered his State Of The State message to the legislature wherein he called for legislation in many areas. According to the separation of powers theory Constitutional of our form of government, the chief executive of the state is empowered to carry out the will of the legislature by executing the laws enacted by the legislative body. After reviewing the speech by Governor Rampton to the Legislature, it is apparent that the Governor has become a key part of the legislative process today. His State Of The State message was more of a call for passage of legislation than a review of the condition of the state. As it has become on the national level, so it is on the Senator Warren Push, President of Utah Senate, says there are wide differences of opinion on the Equal Rights Amendment and that there are very great exaggerations made on both sides.1 Continued On Page 2 - Representative Howard C. Proponents ot the amendment promote it on the grounds that it will enable women victimized by unfair employers to obtain the rights due them with regard to equal wages, job and promotions. Originally, it contained the Hayden modification which stated that it was not to impair any rights, benefits or exemptions conferred by law upon persons of the female sex. This, however, was taken from the amendment after "much squalling and agitating' by the womens libbers. The rights, benefits and exemptions thus off were scratched so important that Senator Sam Ervin of North Carolina later tried to amend Section I of E.R.A. with a detailed list of them. His efforts were quickly slapped down by a voice vote in the Senate. He once more tried, this time to rewrite Section I to include certain rights.
