In the few debates that have occurred, concerning the proposed Constitutional amendments, very little has been said about Proposition 3. The discussion on it has been so limited that it could almost be called the secret amendment. Some of those who oppose this amendment have described it as a sleeper. They contend that the effects of Proposition 3, if enacted, would far-reachi- be more than the average ng Utahn realizes. Proposition 3 reads as follows: Shall Section 6 of Article X of the State Constitution be repealed, Local school districts may giva way to larger districts created by school district consolidation if Proposition 3 passes. removing the mandatory requirement that cities of the First and Second class have their own school District. Auditor Warns Utah Voters In the present Constitution, Section 6 reads as follows: government is sponsored by proponents of the Constitutional Amendment known as Proposition 1. These proponents dont want the people to vote for their independent State Auditor and their independent State Attorney General; they want these state officials appointed by the Legislature. For nearly eight years, and particularly for the past four years, climaxing in the November 1972 General Election, there has been an underhanded scheme to deceive and brainwash Utah voters into passing a constitutional amendment which could take away forever, the peoples right to vote for their State Auditor and Attorney General. It is a very simple trick. If Proposition 1 passes, the duties and responsibilities of the auditor and the lawyer are reassigned to the Legislature and the Legislative Appropriations Committee will not, and should not, give the peoples elected State Auditor and Attorney In cities of the first and second class the public school system shall be controlled by the Board of Education of such cities, General funds to duplicate these duties and responsibilities. Proof of the Proponents' busing of school children will be separate and apart from the reaches the population Proponents of Proposition 3 say they want this passed in order qualifying it for a second class city, it then would be compelled to create a new school district for the city. That is, it would either have to create a new school district or the legislature could redefine the classification of counties in which said cities are located. that By Jody Elder One of the most contemptible plots to trick Utahs voters into giving up more control of their Opponents to Proposition 3 say cross-tow- n the ultimate result if the amendment passes. growing cities which arc increasing in population will not have to create new school requirements set by statute districts. The claim that fluoridation will reduce tooth decay by 66 is untrue. Dental teams from the New York State Department of Education found the opposite 50 more dental defects in the fluoridated city of Newburgh than the unfluoridated control city of Kingston.
