HANDOUTS MUSTGVE' COMMENTS AND CORRECTIONS WAY TO r "REVENUE sharing:'. ITEM: From a March 2, 1971 Deseret News editorial entitled, Sharing The Revenue: IRRESPONSIBLE CAMPOS YOUTH- 'MORE POWER. TO THE PEOPLE . President Nixon is carrying the fight for revenue sharing to the people in his battle with Congress over his plan to turn back $5 billion in new federal money to state and local government. . . . The issue boils down to this: Does government work best from Washington or from the statehouses and city halls? COMMENT: Government works best at local levels, of course, provided it is allowed to work at those levels free from federal interference and controls. The Nixon Administration has claimed that revenue sharing is a way to turn back money to State and local governments free of federal strings, but that, of course, isnt true. Revenue sharing is simply a more subtle and sophisticated means of exercising federal control rather than outright coercion. Whereas Democrat socialists use more direct methods. Republican socialists prefer schemes such as revenue sharing because the controls are better concealed, and the programs can be propagandized in a way that appeals fo conservatives. The controls will become obvious once revenue sharing becomes operative-- if it ever does. But even at this stage there are grim indications of what the Nixon Administration has in mind. CONSERVATIVE f penzoir vews fiau- mccjluhe tut -- REVENUE SHARING: TAX SPENDERS r revenue sharing bill would subject the entire budget of most states and cities to an audit by the federal government to guard against embezzlement or misuse. The measure also would give the federal government a new weapon to prevent the use of state or local tax money for programs which discriminate on the basis of race, creed or national origin. Administration officials said the bill , scheduled to be submitted to Congress next week , will require recipient state and local sovernments to fde financial statements showing the money is spent honestly. Capitol on March 1, 1971, two telephone callers one from Chicago and one from Spokane, Washington asked those on duty at the Capitol switchboard if there was any damage. As Captain Leonard H. Ballard, a member of the Capitol police force, pointed out: That was almost before it was on the air and before it was known nationally. (Review of the News, March 10, 1971, P-5- ) The following day (March 2nd), the Associated Press e received a letter signed by The Weather Underground which took full credit for the bombing words such as: We have attacked the Capitol because it is, along with the While House and the Pentagon , the worldwide symbol of the government here and in Latin America, Africa and Asia, it is a monument to U. S. domination over the planet. The letter was dated February 28th-t- he day was postmarked March 1st from before the bombing-a- nd Elizabeth, New Jersey. Weidenbaum, an assistant treasury secretary who is the Administration's chief architect of revenue sharing , told newsmen at the White House Thursday that if a state or city placed federal money into its general treasury as most are expected to do-- all programs would be subject to the audit and civil rights requirements. Weidenbaum said the restrictions would apply to money raised by slate and local taxes as well as the federal money if the funds are mixed together in the state or local treasury Weidenbaum said states and cities would be required to fde financial statements every three months.
