(Ephesians 6:11, action in rejecting the President's recission on Minuteman III missile funds as a very wise and encouraging move as far as the nations defense is concerned. Upon hearing of the House action, Garn sent a telegram to the White House asking for an immediate start work order on the missile line. The battle to save the Minuteman is one I have been fighting since coming to the Senate said nearly three years ago. Senator Gam, so I am naturally elated bv the House committee vote. The important thing now, is to get production started again as soon as possible. I am not certain that the law was not technically violated when stop work orders were issued prior to Congress acting on the President's proposed resciss ion. So now' that the rescission has been rejected, work should begin w ithout delay. The President needn't legally spend the 5105 million until October 19. the end of the 45 day rescission period. However, each day he waits will cost the taxpayer approximately 5500,000. If production were to resume by October 1. start up costs would be 541 million. If he waits until October 20, it will cost 558 million to bring production back on line. My concern for continuing the Minuteman line has been twofold: First, and foremost, the nation's defense; secondly, employment within the defense industry. I have always maintained that it is foolish for us to close the only ICBM production line in the entire free world when the Soviet Union has four lines in production. Also, disband ing a missile production team makes it difficult, if not impossible, to bring the team together again for future work. Secondarily, thousands of jobs are involved, including the 240 at Boeing 77 Plant in Ogden. Utah where the missile is assembled and those at Thiokol Corporations plant near Brigham City. In statements and conversations with the Communist Vietnamese delegation at the UN, both Young and Mrs. King have indicated that they were not only against the war but supported a victory by Hanoi as part of the w orld-ide struggle for peace and w justice." As the point man for President Carters changing foreign policy. Ambassador Young made his position clear in his public and private endorsement of Communist Vietnam in welcoming its entry into the UN. After carefully noting that as a Member of Congress he had opposed U.S. aid so South Vietnam could defend itself against the Communists, Young expressed his continued support, stating: It is my sincere hope that Vietnams entry into this body is one more step in the world-wid- e struggle for peace, justice and prosperity, a struggle which we now carry on together in this international body and within our own country." The latter part of Youngs statement is considered highly significant here in light of Hanoi's slogan during the closing days of the war which stated, As Saigon goes so goes New York." Mrs. King's all out endorsement of the Vietnamese delegation was even more On the request of revealing. Young, Mrs. Kings appointment to the U.S. delegation was cleared by the White House so shecould be on hand at the UN to greet the Communists. Because of the historical importance of the position of the Kings, here arc Mrs. Kings own words of what happened at the UN and how she greeted the Vietnamese. The following is based on the transcript of an interview granted by Mrs. King to several reporters. I was sitting there, thinking about my husband's position against the war and all. I said to Andy (Ambassador Young). This is a very moving moment for me. I said, You know, ten years ago Martin made his statement.' And he said, Yes'. I want to congratulate them and to tell them how much I felt with them and supported them, and if could he of any help to them while I was here to please feel free to call on me. And they thanked me. One organizer of the Vietnam Veterans Against the War during the I960s, Brown warmly greeted the Vietnamese delegation at a reception following that countrys entry into the UN. These open-handgreetings of the Communist Vietnamese delegation by Young, Mrs. King, and Brown appear to be closely linked to their efforts to form an alliance between the Marxist liberation movements in Africa, Asia, and Latin America, and politically active negro and radical groups in the U.S. Such an alliance was openly and privately discussed at the recent conference sponsored here by the Congressional Black Caucus which brought together representatives of 300 black organizations and which was addressed by both President Carter and Vice President Mondale. What this alliance and the ed administrations Carter en- couragement means in relation to this country's future both at home and abroad is something that all free Americans should be considering. If we arc to become dues-payi(through our taxes) world-wid- e members of the struggle as now being directed from Moscow, Havana and Hanoi, each one of us should know what is involved.
