Bartell WASHINGTON, D.C. (Lib- erty Lobby News Service) Carl Rowan is a widely read columnist who has had considerable experience in and, being government black, obviously feels duty bound to discuss issues, all issues, from a standpoint of race. He got on the Panama Canal the other day, and, sure enough, it didn't take him very long to discover that U.S. whites have been discriminating against the Panamanians . . . although he didnt say what color they were. Rowan calls the Panama Canal the issue of greatest potential damage to the U.S. which is interesting, in view of Cuba, the Soviet Union, the economy, taxes, etc., etc., but he feels the issue is very close to peaceful resolution. Final agreement, he says, is stalled by delicate disputes over how much compensation the U.S. will pay Panama and what special rights are to be retained by Americans in the Canal Zone who have long enjoyed special economic and other privileges. According to Rowan, the controversy centers around two Panama questions: wants a 7,000 per cent increase in yearly compensation and will we agree if they let us retain control of the canal. The other is the dismantling of what the Panamanians call the colonial enclave in the Zone, and will we agree to give Panamanians the same status as Americans on American property. These special privileges remain a source bf burning racial resentment among Panamanians, savs Rowan. Now, I can hardly see how offering Americans, anywhere in the world, American products, at American prices, could affront the nationals of whatever country Rowan made a big point of fact that Panama has been collecting only $2.3 million a year horn a canal which produced some $250 million a year. But he didnt mention how much the U.S. spends to maintain the canal, and you can be sure it is more than $250 million annually. Rowan says the negotiators have already agreed that the U.S. will concede Panama sovereignty, over the canal in the year 2000, along with the proviso that America will jointly guarantee the neutrality of the canal ... I I in other words, militarily defend it. The negotiators may have conveniently overlooked the fact that any new treaty is not worth the paper it is written on if the Senate doesnt agree with it . . . that hardly appears likely. Rowan also accuses conservatives of screaming that if the canal is turned over to dictator Torrijos, he in turn will offer it to the Soviets or Red Chinese. Although this is indisputably possible, it would seem in our national interest to keep Torrijos from getting it in the first place, if the danger exists. Rowan chides the government and the Carter administration: Lets hope the administration shakes those Canal company books and finds that enough money falls out to get the negotiators over the compensation hurdle. It will be a small price for relieving the U.S. of one of its worst and longest episodes of injustice. Rowan forgot to tell you that Panama, as a result of the U.S. taxpayer subsidized Canal Zone, has the highest standard of living in Central America. Not as high as con- tinental U.S. . . . after aU, when we bought the canal zone we didnt take the Panamanians to raise. Rowan seems to think we did . . . along with 130 other nations.
