LETTER TO THE UTAH STATE LEGISLATURE UTAH inDEPffnDENT 57 Oakland Avenae Salt Lake City, Utah Ml 15 TO: The Utah State Legislature FROM: J. This set up the machinery for appointed, not elected, governing officials. See the map of the United States as it is divided into Metro Regions by Executive OrderNo. 11426. You probably saw nothing about this in the newspapers; it wasnt widely publicized. From a letter to Gov. Briscoe of Texas (from an organization in his state): The effect of Regional Government is the total destruction of the Constitutional union of States. This bold usurpation of Executive Powers completely deletes the Sovereign States... .When enforced, no Texas or American citizen will be allowed to own even a square foot of land, and the appointed Commissars of the Ten Regions will have total control over the lives of our people, denying them all of their Constitutional freedoms and liberty.... The Constitution is not just amended by Executive Order No. 1 1426, but abolished. It is unlawful and unconstitutional usurpation of the (legislative) powers The Texas granted by the States to the Congress.... State Governments that claims organization (Legislature and Governor) need only pass a law, stating that the President, having no legislative powers, is in violation of his oath of office to support the Constitution, and (is) in usurpation of legislative powers of the Congress in establishing Regional Government by E.O. 1 1426; therefore his action is ultra vires (exceeds legal powers) and not the law within the State of Texas.... Most States we have asked to exercise these powers (Articles IX and X, Bill of Rights) have failed to act because they feared to lose federal aid. The price they have paid is to make possible the ten regional governments which now make the States practically imIndeed, it throws the whole base of potent. Constitutional Government into, the waste basket, replaced by Welfare Stateism. Remember, if you look to Washington for everything, Washington must take every power and that is slavery, that is regionalism, and that is Communism, and if not abolished spells the conquest of the U.S. A. The three paragraphs above, while relating to Texas, apply also to the State of Utah. I believe our legislature would be justified in asking .both our Senators and Representatives for their judgment of Executive Orders 1 1426 and 1 1647. Why not ask whether or not they opposed them, and if a majority of both Houses was necessary to stop them. More important, Utahs legislature must defy these Executive Orders, or else run and hide! J.
