Chan, that under the Immigration Ordinance, Ip required the permission of the Immigration Department to land in Hongkong. As she did not have such permission, her detention by the Immigration authoriies was legal, the judge said, and the court could not grant the habeas corpus. Since she landed in the Hongkong territoiy on January 17, Ip had been detained at the Takwoling Police Station awaiting repatriation. Ip s brothers appealed for aid in all possible quarters, both before and after the court hearing. They were told that colony officials had discussed the case, and felt that they could not intervene. As the weeping mother left the Supreme Court with her three sons, she said: I was not permitted to see my daughter, and now she is to be sent back. Can you tell me what is going to happen to her? No one could. her mother said, was the third Ip in the family of four children, and she was the only child in mainland China. The statement betrays Senator Kennedys belief that (1) the Supreme Court can make laws; (2) its laws regarding forced busing are acceptable; and (3) the Constitution is of no consequence. If laws can in fact be made by the Supreme Court, why don't we abolish the Legislative Branch and save the tremendous amount of money spent for the salaries of Edward Kennedy and his colleagues in the Congress? Argus-Citize- Congress Makes The Laws Most children, before they finish Junior High School, learn that our Constitution established three separate branches of government, the Legislative, the Executive, and the Judicial, each with distinct functions. They also learn from the very first sentence in Article I, Section 1, of the Constitution that: All legislative powers herein granted shall be vested in a Congress. In other words, only the Legislative Branch, the Congress, has power to make law. The Constitution further provides that the Judicial Branch shall ensure that whatever laws are made do not violate the Constitution. And it is the function of the Executive Branch to see that all laws are implemented. Speeding Toward Total Power The widespread contempt for, ignorance of, and tampering with the Constitution empli-fieby Senator Kennedy's statement is leading this nation down the road to totalitarianism. Since the whole purpose of the Constitution was to limit the power of government, it is not d surprising to see tyranny growing over the d document. The wreckage of that Supreme Court is guilty of illegal usurpation that is speeding our nation toward tyranny, and Senator Kennedy and others like him are accessories to the crime. In his Farewell Address in 1796, George Washington warned of exactly such a route to despotism. He told us that preservation of the Constitution was sacredly obligatory upon all, and that usurpation is the customary weapon by which free governments are destroyed. Few want to listen to the wisdom of George Washington today. We see, instead, a move to make Edward Kennedy our next President. Heaven help us all!
