One in every six workers is now on a government payroll. The federal bureaucracy is the biggest and costliest but state and local bureaucracies are now growing faster than the federal. Federal bureaucrats number almost three million. They cost the taxpayer $42 billions a year. Worst of all, federal office holders, who sold Congress in recent years the phony line they were underpaid in are now getting comparison to private industry standards higher pay than the average worker outside the government bureaucracy. The average wage for workers in private industry is something over $8,000 but the average for white collar bureaucrats is now over $13,000 and for blue collar government employes over $9,000! Equally disturbing is the fact that government workers in the top grades (the higher paid) continue to increase in number while those in the lower grades decrease in number. Now unionizing, and having received fourteen pay raises in the last twelve years (the one which has just become effective was ordered by the Congress despite President Fords plea for a' delay), the bureaucracy is almost untouchable; it is practically impossible to fire bureaucrats after a year in office. The nation is well on its way to the creation of the most powerful bureaucracy in the world, something on the order of the manderins who served the old emperors of China.
