' The bill is the result of an elaborate effort by the federal government to bribe the states to adopt and implement comprehensive land use control programs. There is no more direct route for government to use in consolidation of : its power over all land and the individual citizen. 1. The necessity of obtaining permits from district environmental commissions is a big obstacle and leads to a welter of confusion, arbitrary. decisions, long delays, frequent reversals, unsupported findings, and vast uncertainty and will have a strong deterrent on any kind of land development and improvement. 2. Increased regulation has decreased the number of lots available for small homes. 3. There appears to be only one feeble attempt to safeguard, the individual property owner but nothing in this act enhances or guarantees the constitutional rights of the citizen tp own property and be secure in it. Rather, the area of property rights is left hazy and obscure and as of now has no real effect upon the hazy boundary between compensated takings and appropriation by police power. 4: The bill will spur creation of powerful arrogant and expensive new institutional machinery to invade the rights of private property. 5. Every problem of land use and environmental preservation can be solved in a free enterprise private property philosophy. In some cases it will require the state to pay for the acquisition of certain rights for the benefit of the public instead of stealing them.
