The Law of Nations is created by the process of making treaties with other nations. A treaty is a formal agreement duly ratified by the government of two or more nations. Sec. 2, Clause 2 of The Constitution says, " The President shall have the power, by and with the advice and consent of the Senate, to make treaties, provided that two-thirArticle Constitutions. Powers not granted to the Federal Government, or the States, were retained by the people. The people were to control the States and the States had great power over the Federal Government by controlling the Senate. Article I, Sec. 3 of the Constitution said, " The Senate shall be composed of two Senators from each state, chosen by the legislatures thereof . . ." This gave the State Governments a very great amount of control over the Federal Government. With the Senator under the influence and control of the State Legislature he was the agent of the State as a whole rather than a representative of the citizens. This arrangement gave to the States great power because they had final control over any changes in the Federal Constitution and over creation of The Law of Nations. Constitutional changes had to be ratified by three fourths of the State Legislatures and changes in The Law of Nations could not be made without consent of the Senators, who were agents of the State. Thus, The Lavy of Nations was left subject to very significant control of State Legislators because of their control of Senators who in turn could say no to the President. Article VI, Clause 2 says, " The Constitution and the laws of The United States which shall be made in persuance thereof and all treaties made or which shall be made under the authority of The United States, shall be the supreme law of the land and judges of every State shall be bound thereby, anything in the Constitution or laws of any State to the contrary notwithstanding. It seems they are fanatically determined to not allow even a single child to escape their filthy and blasphemous indoctrination. Perhaps a good old uprising and righteous rebellion on the part of the parents and taxpayers of the State of Utah is in order.
