They made personal attacks upon Dr. G. L. Waldbott, a noted allergist whose studies on fluoridation were referred to by Dr. Vance of the opposition. The National Health Federation received a lengthy attack by Dr. Robert Maddock who apparently came prepared for this but not for fluoridation. Ken Atkin of Citizens For Sound Teeth called for swift, vigorous prosecution of any person who lies in public statements about fluoridation." Dr. Harry Gibbons continued to oppose this and it was agreed that the matter would be taken to the people. Blomquist argued that a vote of the people would only be an opinion poll and would not be legally binding on the commissioners or the Board of Health. The issue was to be voted upon by the people November 7. However, it was expressly stated on the ballot that this was only a poll and would not be legally binding on the Board of Health of the commissioners.
