McKinnon Smith and Dr. William Timmins took opposing positions Timmins, who favors passage of Proposition 4, opened the debate by stating that passage of this measure would give the people more freedom, since it would allow them to vote on alternative choices offered to the people by the state legislature. He did not state what the alternatives were since the legislature has not yet decided what choices the local people should have. At the present time, all counties have similar governments. J.
