The withholding of taxes by an employer, contended Solomon, violates the contractual relationship between the employer and the employee in that it prevents the employer from paying to the employee the salary and wages that have been agreed upon between them. The government steps in as a tax grabber to take part of that compensation before its due and this is a violation of the right between those two parties to carry out their contractual relationship. It violates the right of the employee to manage his own affairs, to have the money which has been agreed upon to be paid to him, and to make his accounting to his government direct and not having the employer do it for him, he stated in the hearing. Waldeck of Heidelberg University says this scandal demonstrated to the German authorities that the homosexuals in the government's service were united together with loyalties which were far more binding than any national, spiritual, moral, religious or social ties.
