Show Page 2 The UTAH INDEPENDENT October 8, 1971 Readers The Oufrlook Independent Dedicated To Attica Opinions The Constitution, Liberty, Morality, and Truth Editor: In light of the explosive situation faced by the penitentiaries in this country I would like to remind your readers of the words a great statesman made over a century ago concerning prisoner rehabilitation. In 1844, Joseph Smith, Jr., issued an Address to the American People when he announced himself as a Presidential Candidate. those interested might grasp the extent of our Naval decline. Jane's reported that by any standard the Soviet of a Fleet now represents the super-navwhile the size and relative capabilities of the United States Navy continues to decline at what many authorities consider to be an alarming rate. Jane 's also pointed out that the Chief of U.S. Naval Operations considered our naval force to have fallen below a prudent level. It stated the Soviet Navy has already exceeded the United States in active surface ship and submarine numbers, while at the same time in some respects the characteristics and capabilities of the Soviet ships obviously are superior to those of their U.S. Navy counterparts. Information brought to light during this Congressional colloquy relating to other areas of our nations sagging defenses was as disturbing as that concerning the state of our Naval forces. Dr. John S. Foster, Director of Defense Research and Engineering, testified before the Senate Armed Services Committee in April that the former estimate that the Soviets would not be able to destroy an unprotected d Minuteman missile force until 197S had been rendered obsolete by Soviet construction of what appear to be two new generations of intercontinental ballistic missiles at a (read high start rate should rest to unexpectedly rapid pace) any put assertions that they are building strategic forces simply for purposes of deterrence. U.S. deterrence of the Soviet Union has been based on being able to deliver 300 warheads on target after absorbing a Soviet strike. The Soviet Union is now able to deliver many times that number on the U.S. even if we decided to strike first. The sorry state of our strategic bomber force was also a subject of comment. In 1961 we had 1500 aircraft in our manned bomber inventory. Today, with a force level of 435 we have d that number. By the time the B- advanced strategic bomber comes into the inventory if it ever does we will be a reduced to bomber force probably consisting of 255 due to the necessary retirement of older models in the meantime. Small wonder many citizens are not aware of the dire peril into which our nation is drifting when despite the unusual number of Congressmen participating in this effort, covering 104 pages in the Congressional Record, and despite the startling nature of the facts brought forth, News Perspective International reports that not one national television news show featured this story; not a line of it appeared in the New York Times nor the Washington Post, and so far as the Congressmen could immediately determine neither the Associated Press nor United Press International carried it on their national" wires. If this news blackout on the danger our country faces continues, we will not respond adequately or in time. When the Soviet Union wants to start a war, it will not be deterred by weakness. Petition your State Legislature to pardon every convict in their several penitentiaries, blessing them as they go, saying to them in the name of the Lord, "Go thy " way, and sin no more. Advise your legislators, when they make laws for larceny, burglary, or any felony, to make the penalty applicable to work upon roads, public works, or any place where the culprit can be taught more wisdom and more virtue, and become more enlightened. Rigor and seclusion will never do as much to reform the propensities of men as reason and friendship. Murder only can claim confinement or death. Let the penitentiaries be turned into seminaries of learning, where like the angels of would banish such intelligence, heaven, fragments of b arbarism. Imprisonment for debt is a meaner practice than the savage tolerates, with all his ferocity. Amor vincit omnia." (Love conquers all). We all know the conditions of the penitentiaries. The main policy of the penal system is still rigor and seclusion and not as seminaries of learning. If you treat a human like an animal you should expect him to act like an animal. Is it any wonder that Solcdad, San Quentin, Attica, and many other penitentiaries arc sitting on the powder keg of prisoner insurrection.
