When the people were asked to amend Section 2 of Article VI, I was never aware of any "fine print" in the presentation of the amendment If you stop to analyze the situation, the 23 joint resolution rule had to be included. Several of the bills that we considered during the last week of the budget session had to do with corrections or technical modifications to some of the bills passed during the regular 1969 session. While I am certain that the State wouldnot have collapsed if these bills had not been passed, Ibelieve it was timely to be able to take care of some of these housekeeping chores. In my humble opinion, the budget session was a good one. The budgets of the various departments received a greater scrutiny than ever before. We did nothing but budget for the first two weeks. The only floor work was to open the session each day, then adjourn to committee work. Only after all the budget work was done were we able to turn to some of the housekeeping chores, then to new (or old as die case was sometimes) legislation. You might note that all the bonding laws were not budgetary items and were all proceeded by joint legislation, passed by a 2 3 constitutional vote of both houses. (Roll call, not voice vote. ) The format of the session worked out so well that there is a good chance that the regular session will follow the same pattern - - devote the first two weeks strictly to budget, then on to the remaining business. One other item you might chew on - - State and local taxes took 14.1 of our personal income in 1939. 1969 required 12.7 or 12.8, depending upon whose figures you want to use. The only thing I have to sell is my time, so on this basis I worked less hours in 1969 to pay my taxes than I had to in 1939. This is less taxes than 30 years ago, at least in this taxpayer's book. I believe you have an obligation to print the whole truth of matters you bring before your subscribers so I was quite disappointed to see you make the statement you did about the "so called 23 voice vote? when I believe you knew better. by J. McKinnon Smith The lead Editorial in die Saturday, February 7th Salt Lake Tribune leaves much to be explained. The first paragraph refers to the drug bills to create a Division of Drugs and Drug Controls. These were not enlightened bills. They would have hampered thousands of citizens as they tried to secure their medical needs. They would have compounded the work of doctors, dentists, veterinarians, far- and hospitals, which would have increased thecostofdrugstothe patient mers, pharmacies Very wisely the Legislature turned them down, but did organize a Division of Drugs to develop a drug program. It was a performance to make one wonder or question the wisdom of the promoters of such legislation. It did call for a triplicate program with prescription one copy to the state. However, all 300 pharmacies in the state keep a permanent file of all prescriptions filled and any request by the inspector to see them is complied with at any time. The bills also called for a licensing provision for everyone handling hypodermic syringes and needles and would have put them on prescription. This is only more bureaucratic red tape. The problem is not in the normal channels of trade. Every tablet and every drop of narcotics and speed drugs can be accounted for from manu facturer to wholesaler to pharmacy and hospital to patient The exceptions are so rare as to be almost nonexistent The problem is in the field of illegitmate manufacturing & bootlegging of drugs into die state from Mexico. It was possible for an addict on almost any warm day in 1969 to buy what drugs he wanted at Sugarhouse Park and maj or addiction to hard drugs comes from the bootleg areas outside the normal channels of trade. To correct the drug abuse problem we need constitutional laws that must be enforced by the judges giving severe penalties to the illegal manufacturer, the importer, the handler, the pusher, and the habitual user. The field of pharmacy has been safely and effectively handling drugs for years. They have been the target of the drug addicts for many years and in 1969 along the Wasatch front nearly 100 of them have been buglarized or robbed. They know the problems. If good drug legislation is wanted then call in experts from pharmacy, medicine, nursing, verteriiiarians, hospitals and the farms. Then this state will get some intelligent legislation. This was no legislative indifference - this was a wise and informed legislature turning down some ill advised that any ruler who claims to be the representative of Almighty God who would take away the liberties of his fellow men, is not a representative from God.
