In the process the land acciuires federal land use controls and covenants that run with the land forever. All projects must follow the Master Plan -- so-call- MODEL CITY PROGRAM & a comprehensive federal grant-in-aiCity Piogn.n'. program containing new and imaginative proposals to rebuild or revitalize nrge slum and blighted areas to expand housing, job and r'cn'e oppoi turn ties, to improve educa: tional facihpes and pogroms to enhance recreatmi.a1 cultural opportunities to combat disease and ill healtn t reduce crime, to establish better access between home and jobs, etc. through concentration and coordination of federal, state and local public and private efforts to improve urban Model d All work must follow the MASTER PLAN and is just another name for a Federal Urban Renewal Project. METROPOLITAN GOVERNMENT Metropolitan Goveriment is being pushed for Sait La e County. It is regional government - big government. It has never reduced taxes in any area that has voted it in - on the contrary, it has increased payrolls enlarged staffs, budt mere buildings, created more departments, interfered m the ppvate lives of more citizens vastly increased taxes and as&umen arrogant powers over the people that are almost impossible to correct. Big Government never has and never will be close to its people. Metropolitan governments have withm them all of the goals of Federal Urban Renewal Programs, wh.ch yoai is the destruction of property rights All of tne above programs can and do infringe on the property rights of the individual and should be opposed at every turn. To accomplish the same goals and yet preserve property rights a Workab'e Program must have the following features. It must have strong codes and ordinances. A. We must not have any retroactive building codes that causes sound buildings to be rated as violations of law. II It calls for a comprehensive community plan. A. We must not adopt a Master Plan or General Plan. (Without it there will he no Urban Renewal.) We have such a plan now in Salt Lake City get rid of it. III It calls for neighborhood analysis. A. Let's stop city neighborhood analysis of model city I areas. calls for a strong administrative program. Let's repeal any ordinance providing for Urban Renewal. Renewal Commissioners. B. Let's recall IV It A pro-Urba- V n spite of promises by members of the 1969 Utah Legislature that they were going to "hold the line" on any tax increases, the large majority of them turned their backs on their constituents and yielded to the various pressure groups. Because it is almost impossible for the average citizen to follow the actions of their own legislative representatives through present available means, the UTAH INDEPENDENT lias been instituted to make this information easily accessible. Unless some united action is taken by the taxpayers to halt this mad dash to economic destruction to which the politicians are leading u& the same thing will happen to us that has befallen every civi ization that has taxed their citizens In I one third and more of their income. Through personal appearances and petitions the citizens in record numbers appealed to the legislators but to no avail. Many new taxes were added to the already heavy load and every attempt was made to levy additional assessments. If tne same legislators are all returned to office for the next session, you can be sure that the tax load will be further increased. The UTAH INDEPENDENT will reveal the voting record of each and every legislator on all the tax measures and other important bills which will or were intended to whittle away at your remaining liberties and freedoms. You will thus be able to decide on who is worthy to be returned to this important office and who should be replaced by others who will truly represent the people and their interests. Among these additional taxes you will be paying are the 1C per gallon increase in the gasoline tax. Multiply the number of gallons you will use in a year by 1C and you will see how much additional this is costing you a year. sales tax. Again multiply your annual purchases by aC and you will see what an additional bite this takes out of your income. There is already talk of further increase next session and the cities are also asking for the authority to get an increase. We will inform you of the legislators who tried to get it for them last session. Another is the jC increase in 1 House Bill 96 provides for fabulous salary increases. The list of those who are on the state rolls at huge salaries is fantastically long. Political plums have been handed out right and left to the faithful supporters of the most extravagant administration in history. Authorization was given for various ones to raise their own salaries which formerly was restricted by the Constitution and could only be raised through an affirmative vote of the people. This was changed to the legislature and now has been passed on to the control of the individuals. A mighty attempt was made to permit the cities to make substantial increases in property taxes but this was defeated by a small majority who doggedly resisted many attempts to pressure them into line.
