BELIEVE that governments cannot exist in peace, except such laws are framed and held inviolate as will secure to each individual the free exercise of conscience, the right and control of property, and the protection of life. WE BELIEVE WE BELIEVE WE that all governments necessarily require civil officers and magistrates to enforce the laws of the same; and that such as will administer the law in equity and justice should be sought for and upheld by the voice of the people. WE BELIEVE that human law has no right to interfere in pre- scribing rules of worship to bind the consciences of men, nor dictate forms for public or private devotion. WE BELIEVE WE BELIEVE never that civil magistrates should restrain crime, but conscience; should punish guilt, but never control suppress the freedom of the soul. that all men are bound to sustain and uphold governments while men are protected in their inherent and inalienable rights by the laws of such governments; that sedition and rebellion are unbecoming any citizen thus protected and should be punished accordingly; that governments should enact only such laws as are best calculated to secure the public interest; holding sacred the freedom and liberty of the individual. WE BELIEVE that every man should be honored in his station; rulers and magistrates as such being placed for the protection of the innocent and the punishment of the guilty; and that to just law all men owe respect and deference. Otherwise peace and harmony will be supplanted by anarchy and WE BELIEVE terror. that men should appeal to the civil law for redress of all wrongs and grievances where personal abuse is inflicted or the right of property or character infringed where such laws exist as will protect the same; but we believe that all men are justified in defending themselves, their friends, and property and the government from unlawful assults and encroachments of all persons in times ot exigency, where immediate appeal cannot be made o the laws and relief afforded. that have a right to work lawfully and peaceably to correct laws that are oppressive or that infringe upon the guarantees of the Bill of Rights or the United States Constitution or the Constitutions of their respective states. WE BELIEVE men all men of goodwill everywhere to study this declaration and then to direct their lives and actions to preserve and protect these principles that freedom and liberty may flourish for ourselves and our posterity. As a means of explaining to you the various programs that are infringing on your property rights, we are giving you in this issue the key words and a brief explanation of their intent. The UTAH INDEPENDENT MASTER PLAN Master Plan is a county-wid- e ined plan for the use of all land in the county. It calls for the use of eminent domain to accomplish its goals.
