Show Page 10 The Utah Independc nt TH ESCOT REAGANS POLITICAL ACE By Paul Scott Washington: The growing influence of Senator Jesse Helms (D. N.C.) in the national Republican political scene is highlighted this week by the hotly contested North Carolina Presidential primary. Californias former Governor Ronald Reagan is counting on Helms and his loyal followers to keep him in the GOP Presidential race by helping him win his first primary victory over President Ford. If the highly respected conservative Senator can pull off this political upset, the victory will be due mainly to the ground work laid by Helms over the past year his vigorous opposition to April 1, 1976 T RE PORT further African adventures. The real issue is whether the U.S. will continue to allow Cuba as an advance military operations base for Soviet-Cuba- n joint operations. The Soviets today have thousands of military technicians in Cuba training Castros troops for joint operations throughout the world.. The logistical support for these operations is almost entirely Soviet. Will the U.S. permit the Soviet Union to operate an advance military base within our own defense perimeter? Or will Jerry Ford just sit back and call Fidel Castro names two weeks before an important election? To handle the new Soviet threat in Cuba, Helms has recommended to Reagan that he support a naval and air quarantine of Cuba which would force Castro to withdraw his expeditionary Army from Africa. This strategy, according to Helms, is not only good politics for Reagan but it is what the country needs to contain and rollback communism throughout the world. Thus, he is urging Reagan to start throwing roundhouse punches in order to dramatize their foreign policy hit-em-h- the foreign policy of accommodating the Soviet Union and his attacks against the Presidents domestic policy of boosting the national debt by $150 billion since he took office.
