Because of these demands, very little senate floor debate is ever heard. Almost all of the discussion and debate is done in committee hearings, is the excuse given when anyone questions the absenteeism prevalent in the U.S. Senate. Also, too many decisions on important legislation is researched and directed by hired hands instead of our elected officials. This becomes a dangerous thing when senators make decisions on bills when they don't even know the person or persons under their employment who researched and weighed the facts concerning these legislative acts; and its impact on the country which could and does become the law of the land. Another area is the power struggle between the executive and sub-commit- tee . so-call- ed the legislative branch. Congressmen say the President wields too much power, yet when any important issue comes up for debate, which could cost these congressmen votes: they immediately pass a bill declaring that the executive branch take action and come up w ith a bill subject to their scrutiny and decision. In other words, they believe in passing the buck. Now I ask you. is this representative government when our elected officials are so derelict in exercising and performing the duties which they were elected and expected to do by their constituency? This type of congress should definitely be labeled Cant Do Congress. It cant figure out how to cut taxes, it cant figure out how to put a lid on spending, it cant figure out what to do about the natural gas crisis w hich is upon us now. it cant figure out how to build up domestic oil production, it cant figure out what to do about programs that are out of control. What we Americans need, is a cleaning out in Washington. D.C. of Can't Do politicians and the bureaucracy they have propagated and expanded w hich threatens our complete economic system, and a financial collapse of our country. John (i. I.aurian Brainerd. Jerry 2 Sparks and Kent Thomas, on August 26th. This was neither necessary nor convenient. Neither my employer nor myself appreciate your agents attempted harrassment of me at work, which would not only have delayed construction schedules, but also wiould have forced me to leave my men unsupervised. By the same token a simple phone call would have ascertained I was not at work. Mr. Sparks could then have shown the common courtesy of phoning my home to make an appointment rather than to call on me and my family unannounced. We did. however, agree to meet with Mr. Sparks and Mr. Thomas at the local IRS office on August 27th. Once there we were given our Constitutional rights. I asked M r. Sparks if he would answer a few questions for us. and to fill out a public servants questionnaire for us (questionnaire enMr. Sparks blatantly closed). refused: informing us that we were under criminal investigation, not him. Therefore we had no rights or privileges to ask him questions. Since when is a United States Citizen refused the right of freedom of speech? I assumed this right grants me the right to ask questions as well as to answer them. In addition, we were not allowed to use our tape recorder to make accurate records of this interrogation for our ow n files: nor were we allowed to take pictures of this momentous occasion. Tell me. Mr. Hughes, are we guilty before a criminal investigation can be launched or a trial date set? Meanwhile, back at the local IRS office Mr. Sparks informed us that thousands of taxpayers know how to fill out the 1040 form without their waiving constitutional rights, but continually refused to inform us of the process. His reasoning behind this was we are now under criminal investigation and there is no way he will divulge these facts to us. Mr. Sparks also said if we had asked for this information before the criminal investigation was begun he would gladly have shown us how to fill out a 1040 form without waiving our constitutional rights. If your special intelligence agents were as well prepared as they pretend to be, your Mr. Sparks would have been aware that in our April 21 amended 1040 return we requested help from the IRS in assisting with filing a return without our waiving Constitutional rights. really cant believe this. Why didn't you tell us how to fill out our 1040 constitutionally in the first 1 place, rather than waste countless thousands of dollars of the taxpayers money for an invecriminal unwarranted stigation? How can you possibly conceive any one relying on their constitutional rights can be termed criminal? Did you bother to read any of the attached memoranda with our 1040 return and its amended section.
