Speech hv Evelyn Barnes (Edited for brevity by Erma J. J. Education. Federal Safety Society) i Development at home is far more important for a child than development in school or day care It is well known that centers. wherever the helpless are kept in institutions, (and this is what the federal government proposes to do for small children) there are always those who will take advantage of the situation, monetarily and otherwise, no matter how strict the rules and inspections. In Headstart there are funds taken and used for other things than those for which they are intended for the children. In fact, not so long ago. in Burley. Idaho the Headstart cook ran away with several thousand dollars worth of funds that were supposed to be for the childrens food. Take for example, the case of Pam". Her mother was struggling to make ends meet after her husband deserted her. and Pam was difficult to handle, so her mother took her to the State. Pam was a bright, fastidiously sensitive child, according to Patrick Murphy, and he said the problem was that she was not a very attractive child, and it was hard to find a foster home for her. So she was sent to a home for. delinquents. There she did nothing but watch television. Then she was sent to a foster home for a year, then back to the delinquents home, and then to Elgin, Illinois State She had gotten into Hospital. fights because others had taunted her about her looks. At Elgin things became worse. The attendants tied her to her bed for 28 days. When they untied her, she hit the matron so they put her back in On The Shaping Of Foreign Policy for the Communist victory in Viet Who was responsible Nam? I made the statement Father Daniel Lyons then, recalled on a more recent broadcast, that Asia would be won or lost depending upon the I I will argue years, but a outcome of the propaganda war in the United States. This is where the battle front is, as far as the cold war is concerned. 'There are people who like to deny that there is such a thing as a cold war, but the final report has been released on the most thorough study ever made of a TV network. This study, was made by the Institute for American Strategy, an arm of the American Security Council. This institute analyzed every moment of every CBS TV news broadcast for the years of 1972 and 1973. ' The CBS evening news goes to 14 million viewers on an average every night. What did the American public learn from CBS? Well, for example, they gave extensive coverage to charges that compared the I United States bombing of North Viet Nam with World War II Nazi ' atrocities. Obviously the only way to compare our "bombing of North Viet Nam, which was the aggressor, is to compare it with our bombing of Germany in World War II. They gave coverage when Senator McGovern called for a cut in defense spending, but when someone advocates that we should $30-billi- on spend more, that we should have better military defense, that we should try to catch up with Russia, never at any time did they give it coverage. Never once in two years. The study proves that most themes and stories on South Viet Nam were critical of America's allies. Precisely 83 percent of the stories about South Viet Nam were critical. In the stories about North Viet Nam, however, 57 percent favored Hanoi on CBS. m John Fisher, who is head of the American Security Council, says that this type of censorship by the networks is a major factor in shaping U.S. policy. He says CBS news was an active advocate of a position that called for a lesser commitment to America's allies and lower defense expenditures. He says they failed to seek out opposing views and they totally neglected the opinions of many Americans who want a stronger military defense. He says CBS coverage of the Viet Nam war was strongly and persistently critical of U.S. policy toward our South Viet Nam ally and they were favorable to North Viet Nam. I want to emphasize this vital point: That 66 percent of all the CBS stories about American military were ' unfavorable, and only 13 percent were favorable. Is this the American way, that we are to downgrade our national defense? No country does that type of thing. But it was done here. And the enemy won the war. The power of the media is great indeed. Children do not have a right to an education, children much less frills, because these cannot be gotten without infringing upon someone elses rights. By virtue of the fact they bring them into the world, parents owe their children love, a decent up-and training for a res- ponsible adulthood. Children owe their parents respect, love, confidence and obedience in exchange time she needed psychiatric care. Pam is now in a private mental institution, and the State pays $45 per day to undo the psychic damage its agents did to her! You may say this is an exception. Yes. it is, but so is child neglect by parents the exception. Dr. Salk has said that nothing anyone learns concerning child development can substitute for parents deep attachment and protective feelings they have for their own children, both in the human world and in the animal world. This kind of protectiveness has been essential for the propagation of all living things. Even plants respond to tender loving Patterson.
