ALLEN A new chapter is about to get under way on the torrid Panama Canal issue this time out in the open, for a change. In direct contrast to the State Department's tightly guarded negotiations on a treaty relinquishing U.S. sovereignty over the strategic waterway, public hearings will be launched this week by the House Panama Canal subcommittee. Prominent among anticipated witnesses is Ambassador Ellsworth Bunker, in charge of the year-lon- g talks with Panama secrecy-shroudstrongman Omar Torrijos and Foret eign Minister Juan Tack, both and admirers of Fidel Castro. In a propaganda barrage obviously aimed at pressuring the subcommittee and influencing the hearings, Panama and three neighboring countries published a ad in a leading New York costly newspaper demanding "return of canal territory to jurisdiction of the Republic first-han- full-pa- ge of Panama. Titled "Joint Declaration by the Head of the Government of Panama and the Presidents of Colombia, Costa Rica and Venezuela," the ad is notable for its numerous glaring omissions, misstatements and demagogic preachments.
