Administration Bill: Changes Department of Agriculture to a one man director appointed by the governor with a 7 man advisory commission nominated by segments of agriculture and appointed gy Governor. Utah Farm Bureau Board favored a three man commission but the legislators were not pleased with the present organization and were determined to try to Improve it. S. B. 256 Sponsored by Utah Cattle men's Association. Increase the brand inspection by 10$ per head on slaughter cattle. The purpose is to finance meat promotion and organization expense. H.B. 316 Sponsored by Wool Growers Association: Increase the bounty levy by 10 mills per head for promotion and assocition expense. No. 124 and 316 are not in harmony with Farm Bureau policy statement as they are in the classification of compulsory check-off- s. However, they were amended to permit the refund of payments if requested. There is some question as to whethr a tax collection as in 316 can later be rebated. These two bills could be brought in harmony with Farm Bureau policy by providing for a referendum before starting the proH. B. 124 Guaranteed Income Is Not The Answer Guaranteeing everybody an adequate income might seem to be the most direct and simple method to end poverty. But it could be the most destructive, according to a Stanford University economist. Dangers in the various income supplement proposals, such as the Negative Income Tax and the Guaranteed Annual Income, are easily apparent, says Roger A. Freeman, Senior Staff Member of the Universitys Hoover Institution on War, Revolution, and Peace. Easy access to public funds, in Freemans opinion, is economically wasteful and socially destructive. There is an inherent danger, he says, in dividing the people into two classes: those who produce and pay taxes and those who are permanently dependent on the public treasury although they could perform useful work. Freeman says society does owe its members an opportunity to earn a living, and he calls on the nation to maintain adequate incentives to work rather than incentives not to work, as some of the currently proposed income maintenance programs would do. If a family can get from the government without work $3,335 and a household of dif- ferent size a proportionate amount who will take a job paying $3,500, $4,000 or $4,500?, Freeman asks. B. 1 Set up a Constitutional Commission to study the needs of changes in the State Constitution. The commission will be made up of 15 members; 3 appointed by Governor, 3 by the President of the Senate and 3 by the Speaker of the House. These nine will select the other six. S. J.
