He also said the Internal Revenue Service "has examined the financial records of the American Farm Bureau Federation through 1965 - - and has given it a clean bill of health." Several months ago, Resnlck said he had asked IRS to investigate Farm Bureaus financial records. He also said Resnick is guilty of "doctoring" the official record of the hearings conducted by the Rural Development Subcommittee of the House Agriculture Committee. Resnlck, Fleming said, failed, as agreed, to place in the record the original testimony by Farm Bureau and written answers to questions put to Farm Bureau by the New York congressman at the Subcommittee hearing. "With all the other factors involved," Fleming said, "it now is clear that this attack was espublicity sentially a campaign by Resnlck." He said Farm Bureau members recognize it "being as phony as a three dollar bilL" self-servi- ng Fleming added: "In retrospect it is now clear that in the eyes of Resnlck and his supporters. Farm Bureau is charged with being guilty of two things : (1) success in build programs ing service-to-memb- er based on "voluntarism" rather than "compulsion" and (2) dissent - - i.e., active opposition to Great Society spending programs." Fleming emphasized Farm Burpolicy development process from the county to state to national levels, saying that the organizations "primary responsibility is to the membership. This means it isnt easily neutralized." eaus He added: "This is a fact widely understood by the zealous devotees of big government. "As many of you undoubtedly have observed, the standard methods of neutralizing organizations which disagree with government officials - - rejecting defense contract bids, holding up mergers, delaying action on licenses, rejecting proposed rate adjustments, or freezing appropriations - - are not readily available when it comes to dealing with Farm Bureau. "Farm Bureau has no defense contracts. It has no mergers pending. It does not depend for its existence on a federal license. It does not have rates that must be approved by an agency of the federal government; and it is not financed by appropriations. This makes a whale of a difference. "Almost every day of the year I have reason to be thankful that Farm Bureau isnt easily neutralized.
