The film depicts the labor controversy in California farms from the view of workers. .Farm workers have not been able to successfully vote in secret ballot elections concerning representation. Other items discussal included the Slow Moving Sign program sponsored by the Farm Bureau Women in the county. Members were advised to obtain signs for display on farm units traveling highways less than 25 miles per hour, to avoid serious penalties that could develop should an employee get injured orkiUed while operating farm units. Another subject that was discussed by Neil D. Sumsion, Director of Information for UFBF, was taxes. The Assessment Act passed a few years ago and was implemented with funds when the Farm Land Assessment Act passed. President Taylor asked that the law be reviewed so members could understand the implications and know more clearly what action might be required. The law involves the adjusting of mill levies to prevent unreasonable tax assessments in light of the extreme increases in land assessment values. For example, Duchesne county assessed valuations are expected to double, and thus the tax revenues would double. The law provides simply that levies should be adjusted so as to prevent expected revenue from exceeding 106 percent of the previous year receipts. School districts are able to adjust similarly, except that the net affect would basically amount to a 100 percent increase in local taxation for schoo at the end of four years, provided the assessed valuation increase under the Assessment Act so increased. County members were encouraged to be represented at budget hearings and at sessions that set mill levies for local, city, county and special district governments.
