Show i Page 6 be requested to appoint a University staff member to work with the proposed committee and to provide the committee with information concerning dairy product development projects at Utah State University. We further ask that the Utah Farm Bureau Dairy Advisory Committee work to secure the cooperation of the dairy Industry of the state of Utah to change the laws to allow the sale of a larger number and variety of products made with milk and at the same time implement legislation necessary to prevent items not made with dairy products from using symbols and devices in advertising and marketing which would tend to lead the consumers to believe they are purchasing a dairy or dairy related product. All producers of Imitation and filled dairy products should undergo the same rigid sanitation inspections and restrictions as do producers of dairy products. We urge Immediate appointment of the dairy product Research Advisory Committee. Agricultural Research We realize the Importance of research to the agriculture people of our state and nation. We feel that research programs carried on by the colleges and universities should Include both basic and applied research but urge that emphasis be given to applied research. The control of research programs should continue to be a responsibility of the states, although research in various states should be coordinated as much as possible to avoid duplication of work. The universities should give careful consideration as to what problems are to be researched so as to assure the maximum benefits to the agriculture Industry. We feel that more emphasis should be placed upon research into the finding of new uses for, or new products to be made from farm commodities. Research in livestock nutrition and veterinary science is also needed. We recognize the value of research projects being carried out at all the colleges and universities of the state, and we urge that they be continued, and expanded where it is practical to do so. Research by private industry has made Important contributions to agriculture and should continue to be encouraged. Predatory Animal Funds At the present time funds for control of predatory animals come largely from tax assessments on livestock and turkeys. We ask that the Fish and Game Department contribute $20,000 a year or more to this fund. We recognize that a problem exists in the control of predatory animals. This problem is aggravated by recent rulings of the B.L.M., Forest Service and Park We pledge Farm Bureau cooperation with Service. the Utah Cattlemen's Association and the Utah Wool Growers Association in the development and imple- -. mentation of a program to give adequate protection from predatory animals. Inasmuch as this ruling by government agencies requires trappers to refrain from eliminating these predators without proof of their killing livestock, we feel diligence should be exercised in the continuation of an active predatory animal control program. In view of the fact that predators are on the increase, we recommend that more funds be made available by Congress to the Fish and Wildlife Service for predatory animal control. We feel that more poison bait stations should be permitted on B.L.M. and Forest lands where We vigorously object to cougar and bear, needed. on the protected list and would oppose the addition being of coyotes. Inasmuch as predators are difficult to find, we feel that they should be taken wherever and whenever they are found. Brand Registration recommend that the State Farm Bureau work with the Utah Department of Agriculture on interstate brand registration. At present, brands registered in Utah are not recognized in Arizona and have created a problem in the area known as the Arizona Strip. We Brand Inspection ask the advisory committee of the Department of Agriculture to encourage enforcement of the Brand Inspection law by the department. We Dairy Inspection recommend that all inspection of dairy farms be placed in the hands of the Utah State Department of We Agriculture. Bangs Program urge that the brucellosis vaccination program be kept available to farmers, and, further recommend that only cattle of the proper age be vaccinated. We Inasmuch as the buffalo in the State of Utah are infected with communicable Brucellosis, we direct the State Farm Board to meet with the State Fish & Game requesting that the bangs program in the buffalo heard be maintained at the same high standard required for domestic livestock. If this is not complied with within a reasonable length of time, the Farm Bureau Board should take any other necessary action to get the desired results. Sugar Beet Contracts ... The turkey industry has Indicated its desire to control its own production through efforts of its producers and to avoid government controls. We commend this stand, and pledge Farm Bureau to assist them in achieving their goal. Public Inspectors We private property for special projects should have permission of private property owners before entering such property for inspections or other purposes. Weed Control We suggest that State and County Farm Bureaus work to bring about better control of weeds on public lands and rights-of-wa- y, also on private land where it is neglected. Pest Control Inasmuch as the State Department of Agriculture is considering the Improvement of such laws as deal with food and drug supervision, pest control and use of other substances for disease control, we will support this effort and reasonable legislation to achieve the goal. believe that agencies and individuals who enter Implements of Husbandry There is need for clarification of the Utah laws that pertain to Implements of Husbandry. We will work with the regulatory agencies of the state for clarification, and will Introduce legislation if necessary to solve the problem. We will support a system whereby an identification would be placed upon vehicles designated as an Implement of husbandry. To receive such identification, the vehicle would have to be listed on the tax rolls. Truck License urge continued efforts to get an equitable farm truck license law. We Underground Water The development of underground water in the State of Utah is essential to agriculture. The amount of underground water is unknown, therefore, we urge that the state agencies concerned with water resources study this problem to determine the number of acres that could be irrigated by it. Commodity Purchasing Program We ask that the State and County purchasing program be expanded to Include more items of special interest to farmers. A recent request was made by County Farm Bureaus that a study be done of the Safemark Tire Program and when more information is available that it be sent to the counties. Bear River Development are in favor of the development of the water resources of Bear River. However, we Insist that any future developments must be in accordance with the provisions of the original Bear River Compact. We Weather Reports commend the Weather Bureau on its efforts to provide weather information to the public and ask that the number of reporting stations be increased so as to provide more accurate data. We Theft of Livestock Theft or shooting of livestock is a serious problem. We believe that better enforcement of the laws on these crimes is needed, and urge the law enforcement agencies of the state to lend their efforts in this direction. A stricter enforcement of the brand Inspection laws of the state would aid in the apprehension of those engaged in livestock theft. We commend the enforcement officers of the State Fish and Game Department for their aid In apprehending livestock thieves. We urge that individual livestock owners cooperate with law enforcement agencies by swearing out complaints against people who are apprehended in these crimes. We also encourage night checks and road blocks by law enforcement agencies to aid in detecting livestock rustling. recommend assessing penalties of such magnitude that injured parties may receive compensation for losses in addition to fines Imposed on the violator. We Private Property Because of the wanton destruction of trespass signs making it impossible for a property owner to legally keep his property posted, we recommend the law be Private property shall be deemed changed to read, 'open to hunting or 'open to fishing' only when posted as such, or upon permission of the land owner, either by writing, or proper identification badges or by the Fish and Game proclamation on public lands." Be it also resolved that in addition to the $50.00 minimum fine already enacted by the Legislature, that if a person is found guilty of trespass, his hunting and fishing license should be revoked for a period of one year. Be it further resolved that we work with other farm organizations to secure the best legislation possible to achieve these goals. Elk Hunt recommend a return to the controlled number of elk permits on all areas, and that the elk hunt be held after the We deer hunt. Gun Use and Private Property We recommend that Farm Bureau cooperate with the Fish & Game Department in preparing pamphlets on respect for private property and distribute literature as part of gun safety schools. Board of Big Game Control recommend that the structure of the Board of Big Game Control be continued as presently provided by law. We encourage the Farm Bureau membership to take greater interest in public meetings of the Board of Big Game Control to present local problems and conditions. Each County Farm Bureau should be responsible for representation and the preparation of documented information supporting its views prior to the meetings, and that the same procedure apply to appearances before the State Fish and Game Commission. We We recommend Farm Bureau cooperate with sportsman's organizations to reduce the killing of beneficial birds. favor training in gun safety schools to encourage better cooperation with farmers and with law enforcement agencies to reduce illegal shooting and destruction of We property. Bow and Arrow Hunt recommend that bow hunters be allowed to hunt only on special areas where livestock are limited or removed. Hunters should be permitted to fill only the bow and arrow permit during the bow and arrow We We support the Beet Growers Association in obtaining the best possible contract for sugar beets. Pheasant Hunt We propose the opening date for pheasant hunting be established at the closest Saturday to the 15th of November. We will support a seven day pheasant hunt for the Farm Bureau may atgtg, except where a County determine otherwise. ' Telephone Service recommend that proper contacts be made to provide better service for rural telephone users. Some of the features that should be considered are the plumber of parties on one line, toll charges within appropriate areas, and general service. We Recommendation on Sheep Labor Noting that the surrounding states are now certified for Basque sheepherders, and due to the extreme and acute shortage of competent sheepherders in the State of Utah, we recommend that Immediate certification of Utah in this program; thus allowing importation of Basque labor for this specific purpose. Right to Work We support the Protective Helmet We Law. law. rlght-to-wo- rk Law favor repeal of the Motor Bike Protection Helmet Reciprocal Agreements We will make such efforts as are necessary to Improve the reciprocal agree ments between states with the relation to use of farm trucks. Check-Off- We s favor promotion activity for agricultural com- modity organizations and are opposed to governmental promotion. We are also opposed to mandatory checkoffs, where there is no recourse open to the donor to request a refund of money collected from him. School Salaries We feel that current salaries being paid to school employees of Utah compare favorably with those of Mountain States Region. Inasmuch as this has been the objective of the school salary committee, we recommend that any further Increases be tied to a cost of living formula to be worked out by the State Legislature. Vocational Education We wish to commend the school boards for the help and encouragement they have given vocational education and urge that they do more of this providing basic qualifications for social and life's vocations are met first. School Negotiations recommend that any school negotiations act passed by the Legislature contain the requirement that school administrators shall not belong to the same bargaining unit or union as the teachers who come under their supervision. Any salary negotiation should be conducted We between school boards, superintendents, administrators and principals as a unit, and with the teachers and their representatives as a unit. College Tuitions We recommend that college tuitions for out of state be brought in line with the out of state fees charged in other states. School Finance recommend that increased economy be practiced by schools and all other agencies or groups that are financed from public funds. If additional funds are necessary, we recommend they be acquired through an increase in the state income tax. If the state falls to get needed funds through the state income tax, a filing fee of $10 should be placed on state Income tax We as first alternative. School Curriculum Resolved that we encourage the school system in Utah to adopt basic courses in the economics of the American Free Enterprise System for all students to help them to be ready to take their place in our society. Parent Responsibility resolve that legislation be passed making parents responsible for the acts of their juvenile children. We Voting Records We recommend that the voting record of our State legislators be published in the Farm Bureau News. Farm Loans Inasmuch as farmers have difficulty obtaining loans from Farmers Home Loan Administration, yet money is readily available to those outside agriculture for homes In the county, therefore be It resolved that Farm Bureau recommend that greater consideration be given to agriculture. |
