Hardin authorized the expansion of the Box Elder Resource Conservation and Development Project to Include Cache County, Utah, and Oneida County, Idaho on May 14. Oneida County the are Oneida County sponsors the City ofMalad Commissioners, and Oneida Soil and the City, Water Conservation District The Box Elder project is one of 51 Resource Conservation and Development Projects in 39 States. The purpose of the Projects is to upgrade the local economy through cooperative effort by residents. It Includes the speeding up of existing resource management programs. USDAs Soil Conservation Service has responsibility for cohelp from Federal ordinating sources. Secretary Hardin said the needs and objectives of Cache and Oneida counties are common to those of the original project. Unusual opportunity exists for improving economic conditions in both new counties. A survey showed the need for 1, 172 new jobs over the next five years. Outmigration of young people from the area has been unusually high, a trend activities hopefully will project reverse. Water shortage has been a major concern during the irrigation season throughout the project area. Flooding and Inadequate distribution of water are a part of the problem. Moss Introduces Bill to Protect Wild Mustangs Senator Frank E. Moss (D -- Utah) Introduced a bill which would provide for the Secretary of the Interlro to protect the wild mustang horses which roam the 10 western states. The Utah Democrat said there are an estimated 25,000 wild horses and burros who roam the western plains. They are variously considered as mauraders who threaten domestic herds and damage crops, as swift and colorful accessories of our Western scenery, or as nuisances who eat forage intended for other livestock, Senator Moss said. He pointed out that some of the wild animals are domestic stock which have strayed from ranches and farms, but among the herds are a few blooded Spanish mustangs. These blooded mustangs will soon become extinct if we do not do something about them. They are being killed off along with other wild horses and burros as stockmen and they aggravate farmers. They are being lost through disease, epidemics and starvation and their blood is gradually being diluted through cross breeding with domestic stock, he said. I am today introducing a bill to authorize the Secretary of the Interior to round up all wild horses and burros on lands under to have his jurisdiction, and them from Spanany separated ish Barb and Andalusian Mustangs, and to place these animals on selected lands under his jurisdiction for conservation, protection, restoration and propagation. The bill also provides for or sale other dlspoal through means of all horses not suitn, able for conservation or and allows the Interior Secretary to enter into contracts and other agreements with persons or organizations for assistance. The Senator said he thought the National Mustang Association would be especially helpprop-ahatio- ful in this regard. In introducing this bill, I make no case that it presents the only solution for the wild mustang problem, or even the best solution.
