Show commission KEPORT THEY REVIEW THEIR recommendations IONS OF LIST YEAR and still resist hous for washington september 28 the majority report of the utah commission by G LG odfrey A B williams and arthur L thomas was received this morning by the secretary of the interior the recommendation in the last annual report is renewed that utah should not be admitted to the union until such time as the mormon people manifest by future acts that they have abandoned polygamy in good faith and not then until an amendment shall have been made to the constitution forbidding the practice of polygamy the report adds the convention which adopted the proposed constitution on which the appeal was made to congress for admission to the juniou was held without authority from any proper source jt is further asserted that the proposed constitution was silent in re sped to the crime of polygamy the commissioners are of the opinion that the government cannot afford to surrender the great advantage which il now holds and which has been secured at much expense and trouble they also think no harm can result from delay in the admission of the territory the report claims the action of the senate committee on this matter reporting that there must be undoubted evidence on the part of the mormon people of the abandonment of polygamy before the territory should be admitted as a state and that of the house reporting favorably a prohibitory amendment to the constitution supports the views of the majority of the commission it is alao stated in the report that the democratic and parties in utah in conventions recently held endorsed the position taken in the majority report the report further states that since the report of last year the legislative assembly of utah granted the minority non mor mon element representation in the control of public institutions and provided for local representation in salt lake and other cities the recommendation of last year the governor be givon the power to appoint the county officers as follows selectmen clerks assessors recorders superintendents of public schools i the legislative assembly at the session in january last the report states denied the governor the right to appoint the territorial treasurer auditor and other officers it is added thus is presented a spectacle of the chief representative of tho federal government in utah being denied the right to exercise his legal authority while at the same time the agents and leaders of those responsible for this action are at the capitol of the nation proclaiming the loyal submission of the mormon people to the laws aad demanding that they be rewarded for it in our opinion continues the report one of the chief causes of the long delay on the settlement of the contest in utah has been the exercise of political power subordinate to the interests of the church in commenting upon the fact that the public schools of utah with the exception of a few districts in salt lake city and the mining districts were under control of tha mormon church the commissioners refer to an act passed by the legislative assembly but vetoed by the governor which pro aided for the distribution of the public school fund for tho support of public and private schools also the opinion expressed by president wilford woodruff under the date of juno S 1888 the education of our children should be taken in hand by u as a people the perusal of books we value of divine xe cords is forbidden our children if left to the training they receive in these choals will grow up entirely ignorant of these principles of salvation for which the latter day saints made so many sacrifices the desire is universally expressed by all thinking people in the church that we should have schools where the bible book of mormon and book of doctrine and covenants can be used as text books and where the principles of our religion may form part of the teaching in our schools from theeo the majority concludes that the mormon church is committed to a policy which if successful will prove destructive tive to the public schools in utah the recommendation is therefore renewed th atthe of public schools bo appointed by the governor during the past year different religious denominations had in operation ninety schools attended by 9 pupils of this number the by terian church conducted 33 schools congregational 22 methodist 20 catholic 7 episcopalian 5 baptist 2 swedish lutheran L the report expresses the opinion that the work under ake law of congress with respect to the registration of voters and the conducting of eleo eions has been satisfactorily performed during the year there have been eight indictments for polygamy four convictions 30 indictments for unlawful cohabitation in conclusion the commissioners express ae opinion the energetic iho continued as eleb 7 i |
