U Meeting Friday March 1910 Constitution Laws By-Laws and Rules of Order of the Associated Students of f the U Uni University University ni of Utah Preamble We Ve the students of the University of Utah in order to effect a more perfect union and to more successfully advance the affairs of the Student Body do organize the Associated Students of the University of oi Utah and adopt for our government the following Constitution Laws By-Laws and Rules of Order CONSTITUTION Article I. I Name Section 1 This organization shall be known as the Associated Students of the University of Utah Article II Membership Section 1 Kinds The membership shall consist of active members and honorary honorary honor honor- ary members Clause 1 Active members Any college college college col col- lege student of the University of Utah who has bias been duly registered as a student and has paid the entrance fees as required bythe by the Faculty of the University shall be admitted admitted admitted ad ad- to active membership CI Clause use 2 Honorary members All Ali members of this organization shall become honorary members Up upon l graduation or cessation cess cessation ces ces- s of studies in any honorable manner This shall include all alumni of the University University University Uni Uni- who shall have been graduated previous previous pre pre- v ous to the adoption of this Constitution Section 2 2 Privileges of membership Clause 1 Active Actie e members Upon entering en en- the University and paying the required required re re- fees including the five-dollar five fee forthe for forthe forthe the support of the Student Activities each student shall be given an identification card which shall admit the holder to all s student events such events such as athletic contests contests and amid debates lectures dances etc coming u under the jurisdiction of the Association and one years year's subscription to the Chronicle Chronicle Chronicle Chron Chron- icle without further charge throughout the year Any college student holding such car card shall have full privilege to speak in a ar v meeting of this organization to vote vot at any election or to run for any office at t the thc disposal of this Association Clause 2 Honorary I members members' shall b be allowed to attend any meeting and speak on oil any motion but shall not be allowed to td vote Article III Officers Section 1 The officers of this tion shall shaft be President V Vice President Secretary Treasurer Editor of the Chronicle Chron Cliron- idle icle two student members of the time Athletic Council Manager of Athletics Manager l of Debating Manager I of Dramatics an and Manager Manager Man fan ager of the University Musical l t Section 2 Executive Board The above named officers shall constitute an Executive Board which shall have general supervision over all student affairs Section 3 Manner of selection Clause 1 The President Vice Vice-Pres- dent Secretary Treasurer members of the theA A Athletic Council Editor of the Chronicle and Manager of Debating shall be elected by the members of this organization as hereinafter provided Clause 2 The student Manager l of Athletics Athletics Athletics Ath Ath- shall be ch chosen sen by the Executive Board subject to the confirmation of the Athletic Council At least two names shall be submitted to the council by the Executive Executive Executive tive Board Clause 3 The Manager of Dramatics shall be chosen by the Dramatic Club Clause 4 The student manager of the different musical organizations shall be chosen by those organizations Section 4 Elections Clause 1 Time The officers named in Section 3 Clause 1 of this Article shall be elected on the third Wednesday in April of each year Clause 2 Nominations Candidates for office may be placed on the ballot by nominating nominating nominating nomi nomi- speeches at a meeting of the A. U U U. or to the judges of election Clause 3 Manner lanner These officers shall be elected by the Australian ballot system The candidates receiving a plurality of votes shall be declared elected Clause 4 The officers named in Section 3 3 Clauses 2 3 4 of this Article shall be chosen on or before the third Wednesday in May fay of each year Section 5 Duties of officers of Clause 1 President In addition to the duties prescribed in Roberts' Roberts Rules of Order Order Order Or Or- der it shall be the duty of the President t to appoint all committees to act as chairman chairman chairman chair chair- man of the Executive Board Doard and to call meetings of the organization whenever he lie shall deem it advisable lie Ie shall call a meeting of the A. U on the official bulletin board at least 24 hours previous to o the time of each meet- meet ii ir g s stating the object thereof Clause 2 Vice-President Vice It shall be bethe bethe bethe the duty of the Vice-President Vice to perform all the duties of the President when he lie is unable to act Clause 3 Secretary tary It shall be the duty of the Secretary to accurately record the minutes of every meeting of this or or- He Ie shall receive and file all re re- re ports He I Ie shall act as Secretary for the Executive Board keeping the records of that body He Ie shall act as one of the judges of election He Ie shall keep a record of all the members of this Association and of all officers Clause 4 Treasurer It shall be the duty of the Treasurer to manage all A A. S. S U. U U. U funds All payments made by the Treasurer shall be authorized and countersigned countersigned countersigned counter counter- signed by the President No account exceeding exceeding exceeding ex ex- fifteen dollars 1500 shall be in incurred incurred incurred in- in or paid by the Treasurer unless authorized authorized authorized au au- by the Executive Board or passed on by the thc Student Body in business ses ses- sion sion The Treasurer shall be required to furnish a bond the cost of procuring said bond to be paid from the general f fund nd Clause 5 M Members of the Athletic Council The two student members of the Athletic Council shall shaIl represent the A. A S. S U. U U. U in the Athletic Council Clause 6 Editor of the Chronicle The Editor of the Chronicle shall shaIl have the power powe pow pow- er e- eto to appoint his staff after a series of competitive competitive competitive com com- tryouts judged by three members of the University Department of English These tryouts shall be open to any active member of this organization The size of the publication and the terms of subscription tion shall be regulated by the in Editor-in- r Chief in confer conference nce with the Executive Board Board The question of publication on holidays holidays holi holi- days clays and on examination weeks shall be beldt left to the discretion of the Editor Clause 7 The student Manager of Athletics Athletics Athletics Ath Ath- shall shaIl receive his instructions from the theA A Athletic Council Clause 8 The Manager lanager of Debating shall be governed by the instructions of the Debating Council At the thc end of the school year he shall file with the University Librarian a complete bibliography of each intercollegiate debate Clause 9 The Manager lanager of Dramatics shall be subject to the instructions of the Dramatic Di Club Clause 10 The Manager lanager of the University University University sity Musical l Organizations shall receive his instructions from the musical organizations Clause 11 Each student manager shall pay over to the Treasurer of the A. A S. S U U. U. U all funds of his department remaining on hand at the conclusion of the activity of his department together with a detailed statement statement statement state state- ment of all receipts and expenditures Article IV Modifications Section 1 N No q addition alteration or amendment can be made to this Constitutions Constitutions Constitutions neither can any part of it be repealed suspended or waived except by a two- two thirds vote of all active members of this Association at a regular business meeting Section 2 All motions of such addition amendment alteration or repeal shall be given to the President who shall print them iti it the Chronicle and must be posted on the official bulletin boards of the University at least one week before action is taken there there- on BY Article I. U that you will discharge the duties 01 oi of your office to the best of your ability a and ld with impartiality and that you will deliver deliver deliver de de- liver over to your successor when he shall shaU be duly elected and qualified or when the Association shall so command all money books papers and other articles belonging t to your office Answer I do Section 3 The oath of office shall shaH be bea a administered by the retiring President or it ij hi his inability to act by some member of this Association chosen by the Executive Board Article III Miscellaneous Rules Governing Elections Section 1 On election day the polls polIs shall be open between the hours of 9 a. a m. m and 5 p. p m. m except for a recess that shall shaH last lost from 12 to 12 1230 30 p. p m. m Section 2 No electioneering or soliciting soliciting soliciting solicit solicit- ing of votes shall shaH be allowed within the limits established around the polls by the judges Section 3 The list of members held by the Secretary of the Association shall shaH be used as poll-book poll at all elections Each voter shall give his name to the ballot clerks who shall cross it from the list at atthe atthe atthe the time the vote is cast Should the voters voter's name by any oversight not appear on this list a presentation of the identification card shall shaH be sufficient to entitle the bearer to vote Section 4 The ballots shall shaH be counted by the election officials immediately after the closing of the polls and the canvass of the votes shall be posted on the official bulletin bul bul- letin boards of the University as soon as the count is completed Section 5 The judges of election shall be appointed by the Executive Bo Board rd one member from the School of Mines l one from the School of Law one from the School of Medicine l one from the School of Arts and Sciences and the Secretary of the A. A S. S U. U U. U Section 6 No candidate for office shall be an official at any election This rule shall not apply to the Secretary Article IV Appeal Section 1 It shall shaH be the privilege of ofal al any y officer or member of this organization to appeal from any decision of the Executive Executive Executive tive Board to the Student B Body dy Provided that such appeal be made in writing and be endorsed by fifteen active members of this organization Section 2 Any ny act of any officer committee committee committee com com- or organization existing under this Constitution may be annulled repealed or amended by a majority vote of the active members of this Association Article V. V Emblems and Awards Section 1 Clause 1 The colors of the University shall shaH be Red and White No class or organization other than the A. A S. S U. U U. A S. S U. U U. U It shall shaH be bethe bethe bethe the duty of the Executive Board to enforce this provision Clause 4 No student in the University shall be permitted to wear the MU U in any ny shape or form except as hereinafter provi pro pro- vi vided ed The use of the block U UH as a pin shall be restricted exclusively to the College College College Col Col- lege graduating classes Section 2 Qualifications for award Clause 1 All recipients of honors from tl the e A. A S. S U. U U. U shall be active members of that organization Section 3 Intercollegiate Activities Clause 1 The block U shall be awarded by the A. A S. S U. U U. U only in those branches of college activities in which the University contests through a representative tive team against representative teams of other colleges or universities of equal rank Clause 2 It shall be the duty of the councils of the respective college activities to determine what colleges and universities shall be considered of equal rank Clause 3 It shall be the duty of the athletic and debate councils to determine the basis of awards of the block U in their respective departments and to select those representatives who under that basis of awards are entitled to the block U Clause 4 The A. A S. S U. U U. U shall award the block U only to such men as are selected selected selected se se- and recommended by the Athletic and Debate councils for that honor Section 4 Clause 1 The block U awarded to athletes shall be of the same design as the official block U as described in Clause 2 Section 1 of this Article Clause 2 The size of letter awarded to each athletic activity shall be determined by the Athletic Council Clause 3 The block U awarded to debaters shall be a small block U of the sane same design as the official U described i in i Clause 2 Section 1 of this Article e engraved engraved en en- i l graved upon a gold fob v Clause 4 The use of the Block U as asa asa asa a fob s shall lall be restricted exclusively to de de- de- de baters Section 5 Intra-collegiate Intra Activities Clause 1 Every person playing a role rolen in ina in n a production given by the University Dramatic club shall be awarded by the A.
