For more than two years, Utah's year over nonfarm job By Aldon Rachele Utahs unemployment rate for March 2001 is 3.6 percent, up point from February 3. At. Ken JenBen, Senior Economist for tho Utah Department of Workforce Services, commented, Utah's unemployment rate fbr the first three months of 2001 is slightly higher than the very consistent 3.2 percent for April through December 2000. I lowever, this is no cause for alarm. Tlincurrcnt rate is virtually the same as the average rate achieved in Utahs seven-yeu- r economic boom of the 1 990s. Close to 39,600 Utahns were unemployed in March 2001, somewhat higher than the 35,600 of a year earlier, when the rate was 3.3 percent. Seasonally adjusted unemployment rates for the local area are as follows: Duchesne County, March 2001, 5.5 (went down); February 2001, 5.6; January 2001, 5.7; March 2000, 6.0; Uintah County, March 2001 , 3.8 (went up); February 2001, 3 3; January 2001, 4.6; March 2000, 4.7; Daggett County, March 2001, 3.9 ( went down); February 2001, 4.2; January 2001, 5.1; March 2000, 3.4; Uintah Basin, March 2001, 4.3; February 2001, 4.1; January 2001, 4.9; March 2000, 6.1. Carbon Countys unemployment rate ju mped from 5.2 in February to 6.3 last month, and Emery went up from 7.0 to 6.4. Wasatch dropped from 5.2 to 4.6. San Juan went down from 8.2inFebruaryto7.61aet month. Employment in mining is up 300 Other mining and quarrying (largely oil and gas exploration) added 300 jobs, while metal mining gained 100. By contrast, coal mining has fallen by 100 jobs year-oveManufacturing in Utah may be emerging from the slump it entered in 1999. About 500 net new jobs have been created in the past 12 months, a growth rale of 0.4 percent. This is considerably better than the US. manufacturing divisions loss of 2.4 percent of its jobs Utah firms in the manu- fuctu re of transportation equipment, j fabricated metal products, and other durable goods lost a combined total of 900 jobs. This was partially offset by a notable 600-jo- b guin in electrical machinery and supplies and small gains in selected other cells. Utah 's other primary indicator of current labor market conditions, the year-ove- r rate ofincrease in the number of nonfarm wage and salaried jobs, wus2.4 percent for March2001t h downed from the revised fa growth has been remarkably consistent, ranging between 2.3 and 2.8 percent. On the national scene, the United States jobless rate, at 4.3 percent for March, up one- ten tli from Februarys figure and the One highest rate since year ago, the U.S. rate stood at 4.0 percent. Correspondingly, nonfarm job growth in the USA, at 0.9 percent mid-199- March-to- 9. - March has fallen by more than a point from its Spring-200- 0 pace and is at its lowest level since November 1992. Bob Gross, Executive director of the Utah Department of Workforce Services, noted. For the first three month6of2001,thenumherofclaims for unemployment compensation filed through the Departmentis about 25 percent higher than for the same period in 2000. And Iheratio of these claims to total nonfarm employment is the highest since 1993. Even so, this ratio is relatively low with respect to comparable numbers from the late 1980a and early 1990s. Marx received an award fbrmakmg the most DU1 MOST arrests in 2000. Marx has since been promoted to Sergeant and transferred to Peace Officer Standards and Training. The Joint Economic Committee of Congress reported that thodeath tax brings in $23 billion in annual revenue, but coats a private sector another $23 billion In compliance costa. :al impact on our ng $46 billion. Continued Cannon, "When one calculates the amount of money spent on complying with the tax, the number of jobs lost because family businesses need to be sold orthe resources directed away from business expansion and into estate planning, it isno wonder that s groundswell has formed to eliminate this punitive tax that constitutes a mere 1.4percentf all federal revenues. Less than halfofall family-owne- d .. businesses survived the death of a founder and only about five percent survive to the third generation. Under the tax laws that we currently have, it is cheaper for someone to seU a business before dying and pay the capital gains tax than to pass it on to his children. This is a grave injustice that will finally be corrected, Cannon concluded. yj j.OVvl' Are you here by Chance or Intelligent Design? Dr. Thomas J. "The death tax is one ofthe most unfair taxes on the US. Code, because it taxes farnlers, ranchers, end small business owners twice. First thqy py the taxes throughout their lives, then the federal government taxes the value of their property at the time of death. This tax is unfair and and Im proud to have voted tobuiy the death tax once and for all," said Cannon.
