Show The "Lame Duck" Amendment Senator Norris of Nebraska, author of the "Lame Duck' amendment, finally accomplished his ambition when the 36 states ratified the amendment as pass- ed by congress last year. Senator Senat-or Norris had been working to put this needed legislation over for the past ten years. One of the principal advantages of this legislation is that it will do away with what is called the short session of congress. By moving up the dates by which the president, vice-president and mem bers of congress will enter upon their duties from March 4, and January 20 and January 3, respectively, res-pectively, the desires of the American Am-erican people, as expressed at the polls in November, can be answered answer-ed in a few weeks instead of 13 1 months. It means that the current short session of congress is the last of Jits kind, and with its passing will . go into effect, through the amend- ment. measures to correct among other legislative evils, that of flli- I bustering-time-consuming tactics j designed solely to kill legislation, " which makes it impossible for congress to perform its functions. ! With this legislation in effect the newly elected congressmen .will take office on January 3, in-; j stead of waiting until the next December more than a year af-J ter. The president will take of-' fice on January 20, thus the newly j elected congress and president, ! every four years, will enter their- duties within a short time after! their election. I i |
