Sutherland went to the department and learned to his astonishment that Senator Kearns had already recommended Davis for the place. He called on the postmaster general and referring to the action of the senator, stated that his own right to recommend the postmaster had never been questioned and expressed the belief that Kearns course would cause trouble at home. Payne suggested that the matter rest a few days, and soon thereafter the Tribune and Herald published a statement by Senator Kearns to the effect that he would not interfere in the Ogden postmaster affair. And Sutherland filed his recommendation of George M. Hansen, which remained unacted upon for some time. Kearns returned to Washington. Sutherland, being unable to account for the delay in making the appoiniment, wrote to Kearns about it, but failed to receive any satisfaction. Then he went to the postmaster general, and from him to the president, and the result was that he was informed by the postmaster general that Hansen would be appointed. Seven or eight days passed and Sutherland called to ask why the appointment had not been made. He then learned that just before leaving for ' Europe Kearns had filed another request for the appointment of Davis. Hansen to land the Ogden postoffice, for had he voted for reciprocity with Cuba and the sugar trust and against the beet sugar farmers of the west, Hansen would have been selected.
