Daniel Harrington, the well known attorney, has decided to become a candidate for Congress on the Republican ticket and issues the following address to the people of the state, defining his position and announcing his candidacy: Salt Lake City, March 28, 11)02. Ludies and Gentlemen: At the next Republican State convention I will be a candidate for the nomination for representative to Congress. The decision has been arrived at partly by the expressed preference of several of the parly leaders and consistent supporters who have personally assured me that they would prefer me to any other person in the field, and partly in the belief that if elected. 1 could perform sucli service as would benefit my slate and party, and that would assist, rather than retard, the onward growth of the Nation. In view of all the circumstances surrounding us in this slate it is manifest, without further emphasis, that the fittest person should be chosen this was the old ideal in all of the early states in the Union and should not he lost sight of now. Our candidate, then, should be, first of all, an educated, accomplished man. He should have such facility of speech, aptness and urbanity of manner and conduct that the moment he comes in contact with the discriminating, bright men at the Cap-t- ol and elsewhere, it would be known is a credit to liis party and to the state from whence he comes. Moreover, he should have such powers of oratory and such readiness and aptness in debate that he can demand and recieve a fair hearing on all important subjects. In short, heBhould have the ability to rise to the occasion when it is required. Hy this brief statement I am not enough to say that I these all virtues; but my possess friends have been kind enough to say that I embody some of them, and by every token of fairness, our candidate should be measured by these rules, for if be have them, the element of statesmanship follows as a natural concomitant. They mean, in fine, quick and clear analysis. As to work for the party, 1 need but that he self-assert- ive pre-cepti- briefly state that when we were seeking recognition as a party here by the National Republican organization, was one of a committee of three who organized clubs in each of the five precincts in Salt Lake City and in most of the precinclB of Salt Lake county; and as a result of that work, and the lists of Republicans sent to Washington, we were first recognized as an entity and political force. Since then I have stood ready to render, and have rendered, all the help that my time and ability would permit to aid the cause.
