Mr. Lynch Is responsible to tho Republican party, and to It alone, for his position as chief or police. No good Republican wants him to resign. , Mr. Lynch did not have to be reappointed reap-pointed by Mr. Morris to hold his position as chief of police, and Mayor Morris knew It.
