Show 1 j . Ski Study deer from their traditional winter ranges and could result in increased depredation problems in the area. Also of major concern to the UDWR and hunters is access to the proposed resort area for hunting, The study says since hunting in the Oquirrhs is already extremely limited, closing this area off to hunting would further stress this (Continued from front page) activities However, if year-roun- d do occur at the ski area, then fawning activities will be impacted along the entire length of Middle Canyon, the study says. The UDWR says if transportation to the ski area is restricted to mass transportation systems, this would be viewed as a plus as opposed to single cars driving up the canyon. But of major concern to the UDWR is the proposed development at the mouth of Middle Canyon, the study says. This area is classified as critical and high prior- wildlife. The study adds however that private land owners in the area months. If such development did occur at the mouth of Middle Canyon, there would likely be displacement of I intervals. The study says this system would minimize traffic congestion within the canyon. It would be less expensive than the gondola and the purchase of buses could be phased quired to support all skiers via vehicular access to the mountain persons per hour would be required to make this access form feasible. A six passenger gondola (several hundred of them on Cable) would be the minimum size allowable to reach this capacity. The study says the gondola would alleviate traffic and parking could specify what activities would be permitted. If such was determined, then a permit system or some orderly manner of limiting and controlling hunters in the area could be established. The studys wildlife analysis con ity for deer during the winter . Ski Area Support The study says circulation to and from the base of Middle Canyon should be routed via Vine Street until area demand requires a more direct connection from State Highway 36. If a Village Center concept at the mouth of Middle Canyon is utilized, a 4.5 mile gondola would be required to provide access to the base lodge inside Middle Canyon. J. J. Johnson estimates that 2000 problem and could compound big game management goals and objectives. A shuttle system of buses could be based at the Village Center at a centrally located parking lot, the study adds. This transit system could be designed to pick up skiers at the Village Center and drop off skiers at the base area at 15 minute congestion within Middle Canyon. However, on peak ski days (Christmas, Easter, etc.), a considerable wait could be expected at the end of the day when a high concentration of skiers wish to return to the Village Center. The study says vehicle access to the ski base area is feasible. However, major renovation of the Middle Canyon roadway would be re- cludes that coordination be maintained with UDWR throughout the entire planning and development process. Input from UDWR can or might rduce or mitigate impacts on facility. to coincide with the ski area Surface parking to serve the site can be obtained by using the flatter areas on both sides of the road extending from the base lodge down the canyon. An underground parking structure is also a viable alternative. But the study says Tooeles mayor and the county planner have indicated reluctance to this alternative and have stated they cannot support any design that promotes phasing. But the study indicates that' ski areas in the U.S, have not yet been able to have successful exclusive shuttle systems. The Village Center The Village Center facility is planned to be the central skier support area and provide a high proportion of the destination skier housing, says the study. Those services in the Village traffic circulation in Middle Center are oriented around the base terminal of the gondola or Canyon. If conferencing is provided to hotel guests, additional kitchen and "fine dining" experiences should be provided in the same building, the study adds. The study also analyzes housing communities for destination guests near the Village Center. The study also says full skier support services should be constructed in either the gondola or upper canyon alternative (improved canyon road). The area must begin with a completed look at aid in marketing and skier perception. Housing should be allowed to develop in accordance with demand. The study says the transition to a destination area will not be immediate and is a function of marketing and total demand for destination and day skiing. Mountain Facilities The study says base lodge and facilities (White Pine Flat) would provide the skier with full daytime services such as ski rentalrepair, dining, sunning, cocktails, shopping, etc. The study includes a specific breakdown of space utilization for these facilities should the gondola or shuttle system alternative be implemented. The study adds both concepts incorporate a 1.33 mile gondola for transit down from the base lodge to the Scenic Overlook. This gondola terminus would provide an opportunity to establish additional activities and facilities for services, dining, etc., centered around views of the Wasatch Mountains, Salt Lake Valley and the Bingham Copper Mine. studies indicate that adequate water supply is available for domestic, irrigation and snow- DOERS t The study says the Village Center could be supported by a conference facility. This facility could be constructed as part of break out rooms like at Snowbirds Plaza. The study says erosion control will be very important from the moment construction of the ski resort begins. It will also need to be maintained throughout the life of the ski resort. The study also says the ultimate water rights requirement can only be determined when specific plans are outlined. The availability and costs of water rights should be researched in the Tooele area during ski area planning stages and well in advance of any construction.
