However, civil right supporters were inclined to discount this action bt cause it had the practical affect of keeping out Federal enforcement under the mw Federal civil rights legislation, and placing enforce ment in local hai.ds. It wai more a victory for States-Right- s than mw civil rights legislations. d Republicans could have the legislature, aa Representative Frank Nelson of Salt Lake points out, by witch last November of a mire one hundred eighteen votes for Senate candidates and one hundred thirty seven votts for House candidates. In south-centrUtah, a Republican could have wtn the Statt Senate teat by a twitch of forty two vous, and in eastern Utah by a switch of seventy six votes. This would have changed the Senate from 13 to 12 Democratic to 14 to 13 Republican. IN THE House, a switch of thirty votes in Summit County, eight votes it. Emery, Fifty five votes in Beaver, ten votet in Duchesne, and thirty votes in one Salt Lake District could havt brought a Republican majority of thirty five to thirty four, instead of the actual Democratic majority of thirty nine to thirty. When Republican organize their State party organization in May, therefore, a policy to place more concentration on the election of State Senators and Representatives will most certainly be adopted. Regardless of how one views the results of the 1963 Utah there should be Legislature, nothing but respect for the responsible and dedicated service of the ninety six Utah citizens who, at personal sacrifice, gave sixty days and nights of service to their State. THEIR COMPENSATION of five hundred dollars per year is merely a nominal recognition. Their real compensation has to come from within their own realization that in their day they were involved completely in something of fundamental value not only to themselves, their children and their State, but to the entire democratic society. ; So life moves un.
