Section 9. Default in the payment of any installment of principal or interest of said assessment when due shall cause the whole of the unpaid principal or interest to become due and payable immediately and the whole amount of the Unpaid principal shall thereafter draw interest at the rate of 10 per annum until paid, and the City covenants and agrees that it will proceed with due diligence to place in operation the procedure necessary to provide for tax sale of all delinquent property in accordance with the ordinances of Tooele City and the laws of the State of Utah and that the proceeds from the sale of any property sold will be placed in the Bond and Interest Fund hereinabove referred to. Section 12. That an emergency is hereby declared, the preservation of the peace, health and safety of Tooele City, and the inhabitants thereof so requiring, that immediately after its adoption this ordinance shall be signed by the Mayor and the City Recorder and shall be recorded in the ordinance book kept for that purpose and said ordinance shall be published in the Tooele Transcript, a newspaper published and of general circulation in Tooele City, Utah, and that this ordinance shall take effect immediately upon passage and approval and publication as required by law.
