A c ireful and unbiased study1 of public opinion as it exists among the masses aud as reflected by the interior newspapers warrants me in saving that the income tax feature of the Wilson bill has more unanimous approval than any other subject of recent discussion. In this income tax the masses of the people recognize a just principle and most earnestly hope for its enactment and faithful execution. A portion of those who opposev the fch.e tax do "so Cecause' they think it cannot be enforced. While, as said before, the opponents of the income tax are decidedly in the minority, still more serious ' consideration should be given to their principal objection and this objection should be met in a practical way. rHow? the penalties of evasions and attempted evasions of the' income tax as severe as are tlte penalties imposed 'on those who attempt to evade the internal revenue and tariil laws. Here we have incorporated in one measure tariff and internal revenue regulations and an income tax. Wh should one feature be supported by such penalties as these: Forfeiture, $5,000 fine and two 'years' imprisonment, forfeiture of 'goods for perjury, forfeiture of playing cards and $50 due for every stamp removed, collection of taxes by distraiut, fineof 0500, imprisonment for three years and forfeiture of the spirits. Those are the penalties for violations, evasious and attempted evasions ol the internal revenue and tariff lawn. It is in the experience of the .past that these penal ties are necessary, ted that they make our internal revenue laws more effective than ' any oilier method of taxation yet adoptell Now, turning to the income tax, we "find the penalties to be only the"add;Lion of to per cent, to the tax for ''refusal andneglect to give in returns, and 100 per cent, addition to the tax for false swearing, with no fine and no imprisonment; when touching trust companies, banking institutions, etc, simply il,ouu line for'heglect and refusal to make returns-m- o imprisonment aud no forfeiture, and only 50 percent, addition to the tax, such as the assessor may see fit to levy. These are the weak points of the income tax feature of the Wilson bill, and we are iudebted to its opponents for calling our attention to it. J. M.
