Christisen, Before the advent of news papers, .those who wanted to give public notice o i any matter posted the notices on the gates of the city, or in front of the church or other public building, Here were posted many historic documents in the early days. As newspapers came into existence, it was discovered that greater publicity could be ob tained by printing the notices in them. At the time of the civil war, most of the advertising in newspapers consisted of public notices, auction sales of slaves and runaway notices, and the time of arrival and departure of trains and steamers. In many states there are strict laws guarding' the publication of official notices that are for the benefit of the public at large, and also laws compelling the pub lication of matters that the gen- erl public may be interested in. In all these states the newspapers must be of a certain character, and officially designated as 'legal papers' before they are entitled to publish legal or authorized advertising. Let us rise to the occasion on June 28th, and show to our enemies that we are willing to give the last penny, that Lib erty shall prevail throughout-thworld, and that Autocracy and Militarism shall perish from the e earth. WHEREAS, in said petition it is specified that it will require not to exceed one mill on the dollar for the establishment and maintenance of said public library, and. WHEREAS, Section 1369 of the Com- piled Laws of Utah, 1907, as amended by Chapter 111 Laws of Utah 1915, provide that where such petition is filed with the City Council, the said council shall call an election to determine such question.
