House of Representatives Tuesday shot down a bill that would have created a sponsored by Rep. Joel Hefley, commission to consider closing part of the national park system. The vote was a pretty decisive 231 to 180. The commission proposed would have been constituted much like the military Base Realignment and Closing Commission, o., needed which is pretty successfully now paring down a defense establishment, much without interferrence from either the congress or the administration. The measure was hotly supported by Utahs Rep. Jim Hansen, who he ads the subcommittee in charge of National Park Service activities. That convinced enough of his colleagues with pet parks in their own districts, that the measure failed, despite the fact that it had been approved by Hansen's committee before appearing before the full House of Representatives. But the question shouldnt be forgotten particularly by members of Congress who continue adding pet projects to the list of parks, monuments, historic sites, statues, railroad depots, etc., even when the National Park Service says it doesnt want them. Currently, the NPS claims it has a maintenance backlog of billion. Thats nearly three times the size of the annual National $3 Park Service budget. And with todays climate in Washington and elsewhere in the nation with respect to taxes and spending, dont hold your breath until that backlog problem Is addressed. Certainly, an honest review by an independent commission, wouldn't have been a threat to real crown Jewels in the NPS system, including Utahs spectacular and popular national parks and monuments. It might, however, hava had an impact on a few of the smaller parks in the system that have to be a financial drain, and could just as well be managed by state or local governments or no-long- er m foundations. sjt Adrien has Its been a full two weeks now that been away from the office, and it also marks the first time that either one of us has been away from this weekly publication for more than one issue in nearly 35 years. Dear Editor, In the recent Supreme Court case striking down state laws setting term limits on members of congress the court said that the U.S. Constitution set the conditions for membership and that the states could not add to these conditions without a constitutional amendment. Sounds fairly reasonable. But the Court does not hold itself to the same standard. The Constitution also sets the conditions for the federal government to own land within the several sovereign states. Those conditions are set forth in Article I, Sec. 8. Consider this. If the Constitution can be so conveniently shredded by no more than five activist judges, then what Constitutional right is safe? What Constitutional limitation upon the power of government will be loosed next? The Constitution is either defended with fidelity or we have no Constitution. Congressman Jim Hansen has demonstrated courage for having written legislation that would offer the public lands to the states in which they are found. Not only does Mr. Hansens legislation make good administrative sense, it also helps to mend a tremendous violence done to the U.S. Constitution by those sworn to protect it.
