Show A ig Year For Government Surveying the coming year for or Utah's legislature and for the rest of the states state's government wo we see seo many items which will take up much time and if not handled correctly can do much to slow the progress of the state Utah's legislature which meets only every Esther year reviewed a record number number number num num- ber of bills bils in 1955 and from all indications indications indications indica indica- this years year's sixty-day sixty session willbe will willbe willbe be taken up with even more questions most of them vitally important to the welfare welfare wel wel- fare of the state Of vital import to the entire state is the systematic planning towards the development development development de de- de- de of the Upper Colorado and Green rivers Only through this development development development develop develop- ment can Utah obtain sufficient water and power facilities for planned future industrial expansion to say nothing of the thousands of acres of now desert land which would be put under irrigation systems The Utah Water Vater and Power board has been working hard on this planned development and Governor Clyde who served as chairman of that board will undoubtedly keep a protective watch over the boards board's activities and progress in the coming years The Glen canyon and Flaming Flaming Flaming Flam Flam- ing Gorge projects which are now under construction will show us when completed completed completed com com- just how important river development development development devel devel- is to this state The streamlining of the state government government government gov gov- seems also to be in for an airing by the session of the legislature The Tho big question there Is can one man executive committees with salary non-salary commission members do as good a job as can tan the pre present nt three-man three commissions The legislative council and Utah Foundation Foundation Foundation tion have made a study of the proposed plan and will report to the legislature legis lature soon At first glance It seems that the plan is merely an economy measure which could C easily damage tho the efficiency of ot the present commissions but p perhaps further study stud will prove that theory In In correct Time will tell teU The proposed state park system and the setting up of or a to govern its activities seems also to be reality ft a this year Many who have studied the plan seem to think that the WI creation of this system could be made with very little financial outlay This to us seems a poor Idea to start with Of or course courso merely startIng startIng starting start- start Ing the project would be a gain but we have seen through many years of ot scenic facility facUlty Improvement In this area that these Improvements do not come com free If It had not b been en for tor mineral exploration activities activities ac ac- ac- ac In the southeastern Utah areas much of t the land now accessible to auto or jeep travel would be seen only after atter long hikes or horseback rides The Tho setting up of a park system with definite proVisions provisions pro pro- Visions for appropriating necessary funds t tto to develop the tho areas withdrawn for tor use as aa recreational areas seems to bo be the logical logical logical logi logi- cal solution Many other states have made their local park systems practically self self- sufficient over a period of years and there Is no reason why Utah with an overabundance over dance danee of scenic potential l couldn't do the same sarno thing In state building two Items seem to tobe tobe tobe be coming to the fore The first and probably probably probably pro pro- bably most publicized is the reconstruction tion of the old Salt Lake Theatre There Is no doubt that this building would be a substantial addition to the cultural life tife of nf the state At the present time there is no theatre In the state sUite which is equipped for a scale full opera for Instance and ond musical and dramatic groups are dependent dependent dependent dent upon the churches and educational facilities for their productions Undoubtedly Undoubtedly Undoubtedly edly In spite of much the theatre will be approved for construction The state government for some years has also realized a need for a state office building bunding 1 Conditions In the capitol b building itself tro ro crowded beyond all reason The basement basement basement base- base ment which was originally considered only for concessions and museum space is now the We home of the state traffic division division division divi divi- sion state tax commission and these important important important im im- im- im divisions of the state government are arc sorely hampered for need of space Some of the parts of the state government government government govern govern- ment are located in downtown Salt SaIt Lake City which seems to us would hamper their operation to some extent A state office building is a definite consideration The proposal for its erection will probably come after the report on it is made bv by bythe the group of legislators which has made madea a study during the past two years The building which would be located on the capitol grounds near the capitol building would cost around 3 million In a speech before Grand county Republicans Republicans Re Re- publicans earlier this year in Moab Governor Governor Governor Gov Gov- Clyde stated that Utah was entering an era of tremendous expansion From all outward appearances this expansion is coming mu
