His presence in the military implies a decision that sets him apart from the majority of his contemporaries in civilian (ANF) Climax of the recent Department of Defense worldwide Cost Reduction Week was a Pentagon ceremony at which President Lyndon B. Johnson presented awards to personnel who made a significant contribution to the Cost Reduction Program. Standing with the President on tiie Pentagon Concourse were Secretary of Defense Robert S. McNamara, Assistant Secretary of Defense Paul R. Ignatius, the Secretaries of the Military Departments, and members of the Joint Chiefs of . life. THE DECISION to wear the. gold bar is, of course, a one. But there are a number of convictions shared by most young officers. There is usually a common denominator of personal pride and patriotic spirit in selecting the military service. There are also some very practical considerations. WEIGHING HEAVILY on the decision, they ask, "Whats in it for me? In todays competitive world, the Army has frank wers for that straightforward question. It wants the young officer and it offers him a variety of sound reasons for joining gie service and staying with it A million-ma- n Army is a complex organization with countless jobs contributing to the performance of its mission. Advanced degrees and sophisticated technical skills are now as much a part of the Army as rifles and combat boots. THE YOUNG OFFICES can step easily into ment and set out to chart a rewarding future. Perhaps die greatest incentives represented by the gold bar are die traditional ones the privileges of the officer's corps. Good pay and allowances, medical care, travel, social life, and the refreshing pace of new assignments are benefits that few young men can afford to overlook. They make up the active, adventuresome life that has long attracted outatanding men to Army careers. Yet the privileges of an officers commission have parallel responsibilities, and it is here that the Army holds out to the young man his greatest challenges and highest rewards. WITHOUT WAITING for his age to slowly open the doors to leadership, the young officer is quickly given a command position. Though he has ample support, he is on his own. His men and their performance depend on his abilities. Its not long before the gold bar is replaced by one of silver, and the young officer is on his way. He has launched a career that demands a great deal of a man. It requires commitment and sacrifice as well as a large measure of real ability. THE EEWAEDS however, are equally full. For a young man that measures up the uncommon young man the decision to wear the gold bar is a wise one. (ANF) per-son- al - Long Range Goal The DoD Cost Reduction effort achieved $4.6 billion in savings during Fiscal Year 1965 through the work of thousands of civilian and. military personnel. A total of $6.1 billion in annual savings by FY 69 is the Defense Departments long range goal. Four members of the Army were among the 17 persons receiving Certificates of Merit from the - President. Representing Picatinny Arsenal , the Armor Training Center at Fort Knox, and Sierra Army Depot, the four compiled a total saving of $3.8 million for FY 65. - STATEMENT BY THE PRESIDENT The following statement by the President to the Cabinet is quoted for information and guidance: I want to make one thing unmistakably and indelibly dear to every Department, every Agency, every office and every employee of the Government of the United States. THE FEDERAL Service must never be either the active or passive ally of any who flout the Constitution of the United States. Where there is an office or an officer of this Government there must be equal treatment, equal respect; equal service-a- nd for all American citizens,', regardless of equal support race, or sex, or region, or religion. PUBLIC SERVICE is a public trust. I would call upon every Federal civilian employee to remember that he bears a high and solemn trust to the Constitution under which he serves.
