The special taxes or assessments may be paid by the abutting property owners in the full amount thereof without interest within 15 dajs after the levy of the tax or if not so paid within such period then the same shall be payable in 10 equal annual installments with interest on the unpaid balance at a rate to be determined by the City Council.
