Especially is this secure footing essential to a portion of any construction in a city that is expected to serve the needs of a community for many years. Some time ago, a special irn provement district was created in the vicinity of 5700 S. 2050 W. to lay cement curb and gutter, sidewalks, etc. Following the usual procedure, after the project was approved, city engineer Wynn Templeton estimated the cost of the improvements and the city called for bids. The lowest bid was accepted by the city in a public hearing and construction began. Total costs of the development were allocated to thi property owners according to the footage built adjacent to their property. During construction and after it had been completed, property own-newere given the right to protest the work being done on heir property, before the contractor was released from obligation. These protests were received by the city council as a Board of Equalization, and handled through the city engineers office until the residents were satisfied apparently all until George Maw called the councils attention Monday night to a written protest he filed at the proper time. The cement poured for a driveway on his property was indicated on the plans for a six inch thickness. After it had been poured, he went out and measured the cement since it didn't look that thick. He reported measurements of four, three and three quarters, and three and one half inches in different places. He said that nowhere could he find a six inch thickness. Completely in compliance with proper proceedure, Mr. Maw filed a written complaint on the work performed and ask that it be corrected. The Board of Equalization who received his complaint passed it on to the city engineer and inspector. No one apparently knows what action was taken rs on that protest. In the meantime, the council acted under the understanding that all construction was satisfactory, and released the contractor. Apparently, there was no follow-u- p on the protest filed by Mr. Maw. Also, the must have been quite lax when it was approved by the engineering depart- - inspection Now, when Mr. Maw reported to the council that the work was never corrected, Mayor Charles W. Rapp, says that there is nothing the city can It has released the contractor (who has since gone broke) from the job. Mayor Rapp admitted that it was absolutely the citys fault, do. but now we about it. cant do anything Mr. Maw will have to pay for something he didn't get. Expectedly, and as city officials admit, the city will make mistakes. Mayor Rapp stated that steps have recently been taken to strengthen the engineering department. This mistake cannot be laid at the feet of the present administration directly since they were not in office when the improv-ment- s were made. All that can be done now is to find out what happened to the protest filed by Mr. Maw and take steps to insure that a similar event doesn't happen again. As citizens of Roy, we can act according to rights and keep after public officials responsible for these improvement districts until the work has been completed to our satisfaction. As a matter of information, the Board of Equalization has no power to alter ttie financial assessmepts made in an improvement district. If enough people object to the cost at a preliminary public hearing, the project is aband-doneOtherwise, a minority will be required to abide the wishes of the other neighbors in the distre' purpose of the Board of Equalization is, to hear the protests of the residents and make sure that each resident gets what he is buying.
