And it should. The arguments against this idea have nothing fvhatever to do with the name or party or programs of the man who happens to hold the office at any given time. lYesi-dentipower is enormous. It has been vastly extended in recent times, primarily because of war and threat of war. But there is one curb on this power which stands solidly in the way of possible excesses. It lies in Congress' control of the purse strings, which is, beyond doubt, one of the most important of Congress Constitutional rights, duties, and obligations. It is argued, in favor of the proposal, that it would make possible immediate action (so would a dictatorship) when a change in tax rates was considered advisable in order to meet a condition of inflation or deflation. But speed is not always a virtue, and often it is a vice. No individual is the possessor of all wisdom. If a President any President, of any party, and with any philosophy considers an increase or decrease in the income tax desirable, let him go to Congress with his plan. There its merits and demerits can be thrashed out, and a decision reached not by one man but by hundreds. The time spent will be spent well and soundly and a fundamental provision of the Constitution will be preserved. al SUN-ADVOCAT- great-grandfath- non. After much discussion, the matter was tabled for further the Carbon County Democratic Central committee to Utah's representatives in Washington protesting the reported removal of the Price Civilian Conservation corps camp No. 533 slated for March 1. It was reported that there are now 12 camps in th.s area and that four of them must be discontinued in the interest of economy. The camps have been rated relative to their importance to national defense and the Price camp is rated as ninth in importance. This means the local camp will be the fourth to be removed under the proposed program. This is possible through a 120-da- y delay program which is peculiar only to the Marine Corps. For young men who hae not yet begun their military obligation, this program offers many advantages. One of these is the fact that 120 days delay will be credited toward the completion of military service obligation which is established by law. This delay period is also counted toward time in service for purposes of pay and promotion. What this means, said Master is that the Sergeant Graham, Marine who enlists iri the 120-da- y delay program will receive his first pay raise at about the time he reports for recruit training at San Diego, and will be eligible for his first promotion upon completion of recruit training. What will it cost them on an annual basis? As estimated, local residents and business concerns will have to pony up an additional $14,473 a year. The measure has already breezed through the House on a voice vote and is now before the Senate. Quick approval of it by that body is also expected. The scheduled rate rise, $701 million, goes beyond the amount sought by the Kennedy administration in its proposal to Congress. It asked for a $621 million boost in revenue to cope with the annual deficit incurred by the Post Office Department. Some $455 million of that sum are to come from an increase in first class rates. This will be accomplished chiefly by charging five cents instead of four cents on ordinary letters. The measure will also have a big impact on newspapers, magazines and other commercial mailings, with an increase of about $53 million. Third class mail will also get a huge hike. The bill calls for $79 million beyond the $93 million requested by the administration. This affects bulk mail. In Price, in the past fiscal year, a total of $76,127 was spent for stamps and other postal services, according to the official government figures. This will rise to an estimated $90,600 under the new rates, assuming average conditions locally. Strong opposition has come from the publishing industry, which claims it will be hard hit by the increase. Users of first class mail are also objecting to the 25 per cent rise for ordinary letters, on the ground that such mail is more than paying its way already. The administration, however, seeks to the postal service as a whole on a put basis, holding that it is purely a business operation and should stand on its own financial feet.
